Wednesday, April 25, 2001

The Standing Committee on Finance met in a televised session at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Sue Barnes, Carolyn Bennett, Maurizio Bevilacqua, Scott Brison, Roy Cullen, Ken Epp, Albina Guarnieri, Yvan Loubier, John McCallum, Lorne Nystrom, Pauline Picard and Gary Pillitteri.

Acting Member present: Alex Shepherd for Nick Discepola.

In attendance: From the Library of Parliament: Marc-André Pigeon, Researcher; Marion Wrobel, Senior Analyst. From Committees and Associations Directorate: Mike Macpherson, Committee Clerk.

Witnesses: From National Round Table on the Environment and the Economy: David J. McGuinty, Executive Director and Chief Executive Officer; Jean Bélanger, Member. From Pembina Institute: David Pollock, Executive Director; Stephanie Cairns, Senior Policy Analyst. From Canadian Nature Federation: Julie Gelfand, Executive Director, Chair, Green Budget Coalition. As Individual: Dr. Ross McKitrick, Assistant Professor, Department of Economics, University of Guelph; Quentin Grafton, Director, Institute of the Environment, University of Ottawa; Philippe Crabbé, Director, Research Institute on the Environment and the Economy, University of Ottawa.

Pursuant to Standing Order 108(2), the Committee proceeded to consider the subject of the green economics.

David McGuinty, Jean Bélanger, David Pollock, Stephanie Cairns, Julie Gelfand, Ross McKitrick, Quentin Grafton and Philippe Crabbé made statements and answered questions.

At 5:47 p.m., the Committee adjourned to the call of the Chair.
