Thursday, June 8, 2000

The Standing Committee on Justice and Human Rights met at 9:37 a.m. this day, in Room 536, Wellington Building, the Chair, Andy Scott, presiding.

Members of the Committee present: Carolyn Bennett, Chuck Cadman, Aileen Carroll, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, Peter Mancini, Jacques Saada, Andy Scott and Pierrette Venne.

Acting Member present: Dick Harris for John Reynolds.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Department of Justice: Yvan Roy, Senior General Counsel, Criminal Law Policy Section; Hal Pruden, Counsel, Criminal Law Policy Section.

The Order of Reference dated Tuesday, May 16, 2000, being now read as follows:

ORDERED, -- That Bill C-18, An Act to amend the Criminal Code (impaired driving causing death and other matters) be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

Pierrette Venne moved, - That clause-by-clause study of Bill C-18, An Act to amend the Criminal Code (impaired driving causing death and other matters), be deferred, to enable the members of the Committee to submit a list of witnesses and to hear from those witnesses regarding the appropriateness of the longer terms of imprisonment proposed in Bill C-18.

The question being put on the motion, it was negatived by a show of hands.

NAYS: 9

Pierrette Venne moved, - That clause-by-clause study of Bill C-18, An Act to amend the Criminal Code (impaired driving causing death and other matters), be deferred, to allow the Committee to hear from witnesses who could enable its members to evaluate the application by the provinces of programs aimed at preventing impaired driving.

The question being put on the motion, it was negatived by a show of hands.

NAYS: 9

Pierrette Venne moved, - That clause-by-clause study of Bill C-18, An Act to amend the Criminal Code (impaired driving causing death and other matters), be deferred, to allow the Minister of Justice and the Attorney General of Canada to testify before the Committee and answer our questions.

The question being put on the motion, it was negatived by a show of hands.

NAYS: 9

Yvan Roy made an opening statement and with the other witness answered questions.

The Committee proceeded to Clause-by-Clause consideration of the Bill.
