MINUTES OF PROCEEDINGS

Meeting No. 40

Tuesday, June 13, 2000

The Standing Committee on Canadian Heritage met at 11:08 a.m. this day, in Room 209, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Mauril Bélanger, Paul Bonwick, Sarmite Bulte, Pierre de Savoye, Wendy Lill, Rick Limoges, Clifford Lincoln, Inky Mark, Dennis Mills, Alex Shepherd and Bryon Wilfert.

Acting Member present: Sarkis Assadourian for Irwin Cotler.

In attendance: From the Library of Parliament: Joseph Jackson and Grant Purves, Researchers.

Witnesses: From the Canadian Museum of Civilization Corporation: Dr. John English, Chair of the Board of Trustees; Dr. Victor Rabinovitch, President and Chief Executive Officer.

Pursuant to the Order of Reference of the House of November 30, 1999, study of the subject-matter of Bill C-224, an Act to establish the beginning of the twenty-first exhibit in the Canadian Museum of Civilization to recognise crimes against humanity as defined by the United Nation that have been perpetrated during the twentieth century.

Victor Rabinovitch and John English made opening statements and answered questions.

By unanimous consent, the Committee proceeded to consider it's future business.

Wendy Lill, moved, - That the Standing Committee on Canadian Heritage convene a meeting before June 23, 2000; and that the purpose of this meeting be to review recent announcements at the CBC relating to local programming, and to allow the Committee to review these announcements in light of the January 6th 2000, licence renewal decision granted by the CRTC.

And that the appropriate witnesses be invited to this meeting, specifically Robert Rabinovitch, President of the Canadian Broadcasting Corporation, and Françoise Bertrand, Chairperson of the Canadian Radio Television Commission.

After debate, the question being put on the motion, it was negatived.

On motion of Dennis Mills, it was agreed, - That a copy of the motion regarding the Canadian Broadcasting Corporation adopted on April 16, 2000 be sent to the Members of the Cabinet.

On motion of Rick Limoges, it was agreed, - That the Chair write to the CRTC asking the Commission to review the English Television Transformation Plan to determine if the Plan respects the Broadcasting licence of the CBC and that the CRTC report back its conclusions to the Committee prior to June 30th, 2000 within possible means.

It was agreed, - That the Chair write to Wayne Easter, M.P., expressing the Committee's decisions regarding hearings in Prince Edward Island on the issue of CBC television.

The Committee proceeded to sit in camera.

The Committee considered a draft report on the subject-matter of Bill C-224.

At 12:05 p.m., the Committee adjourned to the call of the Chair.
