The Standing Committee on Foreign Affairs and International Trade met at 9:36 a.m. this day, in Room 269, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Maud Debien, Bill Graham, Francine Lalonde, Diane Marleau, Ted McWhinney, Denis Paradis, Bernard Patry, Svend Robinson, Bob Speller.

Acting Member present: Irwin Cotler for Fred Mifflin.

Associate Members present: Aileen Carroll, Keith Martin.

From the Parliamentary Research Branch of the Library of Parliament: James Lee, Research Officer.

Witnesses: From the International Crisis Group: John Fawcett, Analyst. As Individual: James Bissett, Former Ambassador to Yugoslavia; Lenard Cohen, Professor, Department of Political Science, Simon Fraser University; David Matas, Refugee Lawyer; Errol Mendes, Director, Human Rights and Education Centre, University of Ottawa. From the Department of Foreign Affairs and International Trade: Raphael Girard, Ambassador of Canada to the Republic of Yugoslavia.

Pursuant to Standing Order 108(2), the Committee resumed its examination of the conflict and post-conflict periods in Kosovo. (See Minutes of Proceedings, Thursday, February 10, 2000, Meeting No. 19.)

John Fawcett, James Bissett, Lenard Cohen, David Matas and Errol Mendes each made an opening statement and answered questions.

At 11:38 a.m., Raphael Girard made an opening statement and answered questions.

At 12:05 p.m., the Committee adjourned to the call of the Chair.
