Meeting No. 60
Thursday, December 3, 1998
The Standing Committee on Fisheries and Oceans met at 9:07 a.m. this day, in Room 705, La Promenade Building, the Chair, Charles Hubbard, presiding.
Member(s) of the Committee present: Yvan Bernier, John Cummins, Claude Drouin, Wayne Easter, Charles Hubbard, Nancy Karetak-Lindell, Gar Knutson, Gary Lunn, Carmen Provenzano, Yves Rocheleau, Lou Sekora, Paul Steckle and Peter Stoffer.
Acting Member(s) present: Darrel Stinson for Keith Martin; Ovid Jackson for Gar Knutson; Raymond Bonin for Paul Steckle.
Other Member(s) present: Eric Lowther.
In attendance: From the Library of Parliament: Alan Nixon, Research Officer.
Witness(es):From the Northern Transport Company Limited: Captain Terry Cansell. From the Chaleur: Richard Leduc, General Manager; From the Canadian Pulp and Paper Association: Capt David Brown, Port Superintendent; David W. Church, Director, Transportation, Recycling and Purchasing; Pierre Caron, Manager; Brian McGurk, Corporate Manager.
In accordance with its mandate under Standing Order 108(2), the Committee undertook a study with respect to fees regarding Ice Breaking and other marine services.
It was agreed, - That the draft report on the Nunavut be adopted as the Committee's Seventh Report to the House.
It was agreed, - That the title of the report be "The Nunavut Report".
It was agreed, - That the Seventh Report be printed in accordance with the policy established by the Board of Internal Economy.
It was agreed, - That, Pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response.
It was agreed, - That the Seventh Report of the Committee be tabled on Tuesday, December 8, 1998.
It was agreed, - That the amendments to Recommendations 2, 4, 15, 17 and 18 be inserted into the Report.
Gary Lunn moved, -That the Committee append the dissenting opinion of the Reform Party following the Chair's signature. After debate thereon, the question being put on the motion, it was agreed to.
Gary Lunn moved, - That the Chair be authorized to write the Minister of Fisheries and Oceans immediately, recommending that the Minister accept the proposal submitted to him by Guy Dufresne, Chairman of the Great Lakes - St. Lawrence Maritime and Industrial Coalition dated November 16, 1998.
The witnesses made statements and answered questions.
The Committee resumed consideration of the deferred motion.
Peter Stoffer moved, - That decision on this motion be stood until Tuesday, December 8, 1998. Unanimous consent being denied, the Committee proceeded to the deferred motion of Gary Lunn.
John Cummins moved, - That the motion be amended by striking out all the words after "accept" and by replacing them with the following: "put in place a moratorium on Ice Breaking fees for 1998-99 season, unless agreement can be rendered with the Great Lakes St. Lawrence Maritime and Industrial Coalition".
After debate, thereon, the question being put on the amendment, it was negatived.
