Wednesday, May 27, 1998

The Standing Committee on Fisheries and Oceans met at 3:35 o’clock p.m., this day, in Room 701, La Promenade Building, the Chair, George Baker, presiding.

Members of the Committee present: George Baker, Yvan Bernier, Wayne Easter, Howard Hilstrom, Charles Hubbard, Nancy Karetak-Lindell, Garry Lunn, Bill Matthews, Lawrence O'Brien, Paul Steckle and Peter Stoffer.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer

Other Member present: Derek Lee for Sophia Leung, Roy Bailey for John Duncan and René Canuel for Yves Rocheleau

Appearing: The Hon. David Anderson, Minister of Fisheries and Oceans Canada

Witnesses: From the Department of Fisheries and Oceans Canada: Wayne Wouters, Deputy Minister; Scott Parsons, Assistant Deputy Minister, Science; Jacque Robichaud, Director General, Resource Management, Fisheries Management and Carol Beal, acting Assistant Deputy Minister, Corporate Services.

The Committee resumed debate on the motion of John Duncan, -- That due to the fact the Committee did not receive the production of unexpurgated versions of the Observer Reports, although the Committee had requested these of the Ministry, this matter be reported to the House and that the House issue and order directing the Reports be produced in their entirety within 30 days.

And debate continuing.

The Order of Reference dated Thursday, February 26, 1998, relating to the Main Estimates for the fiscal year ending March 31, 1999, being read as follows:

Ordered, - That Votes 1, 5 and 10, under FISHERIES AND OCEANS, be referred to the Standing Committee on Fisheries and Oceans.

The Chair called vote 1 under FISHERIES AND OCEANS.

The Minister made a statement and answered questions.

Debate was resumed on motion of John Duncan -- That due to the fact the Committee did not receive the production of unexpurgated versions of the Observer Reports, although the Committee had requested these of the Ministry, this matter be reported to the House and that the House issue and order directing the Reports be produced in their entirety within 30 days.

By unanimous consent, it was agreed, -- That the motion be amended by replacing the word "unexpurgated" by "unedited".

The question being put on the motion, it was, by a show of hands, agreed to:

YEAS: 8; NAYS: 3.

 

At 5:26 o’clock p.m., the Committee adjourned to the call of the Chair.
