MINUTES OF PROCEEDING
(Meeting No. 2)

TUESDAY, OCTOBER 21, 1997

The Standing Committee on Agriculture and Agri-Food met at 8:02 o’clock a.m., this day, in Room 308, West Block, the Chair, Joe McGuire, presiding.

Members of the Committee present: Hélène Alarie, Leon E. Benoît, Paul Bonwick, Rick Borotsik, Gerry Byrne, Murray Calder, Jean-Guy Chrétien, Denis Coderre, John Harvard, Jay Hill, Jake E. Hoeppner, Larry McCormick, Joe McGuire, Dick Proctor, Paul Steckle and Rose-Marie Ur.

Acting Member present: Wayne Easter.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Sonya Dakers, Research Coordinator and Jean-Denis Fréchette, Economist.

APPEARING: The Honourable Ralph Goodale, Minister of Natural Resources and Minister responsible for the Canadian Wheat Board.

Witnesses: From the Department of Agriculture and Agri-Food: Frank Claydon, Deputy Minister; Howard Migie, Director General, Adaptation & Grain Policy Directorate.

The Order of Reference dated October 8, 1997, being read as follows:

Ordered, - That Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts, be referred forthwith to the Standing Committee on Agriculture and Agri-Food.

The Minister made an opening statement and answered questions.

At 9:04 o’clock a.m., the sitting was suspended.

At 9:15 o’clock a.m., the sitting resumed.

The Chairman presented the FIRST REPORT of the Sub-Committee on Agenda and Procedure which is as follows:

Your Sub-Committee met on Thursday, October 9, 1997 to consider the future business of the Committee and has agreed to make the following recommendations:

1. That the witnesses be given ten (10) minutes for their opening statement and that during questioning of the witnesses in the First Round, there be allocated seven (7) minutes for questions from the Reform Party, the Bloc Quebecois Party, the Liberal Party; then, five (5) minutes for the New Democratic Party, the Conservative Party and the Liberal Party and thereafter in the Second Round five (5) minutes for questions for each Party in the same order as above, alternating thereafter between Opposition and Government members at the discretion of the Chair.

2. That the Clerk of the Committee be authorized to distribute all documents in both official languages simultaneously.

3. a) That the Committee commence consideration of Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts, on Tuesday, October 21, 1997 at 9:00 o’clock a.m., with the appearance of the Honourable Ralph E. Goodale, Minister of Natural Resources and the Minister responsible for the Canadian wheat Board.

b) That the Sub-Committee members submit a list of potential witnesses with respect to Bill C-4 to the Clerk of the Committee by October 15, 1997.

On motion of Rick Borotsik , the FIRST REPORT of the Sub-Committee on Agenda and Procedure was concurred in.

The witnesses answered questions.

At 10:02 o’clock a.m., the Committee adjourned until Thursday, October 23, 1997.
