Tuesday, May 26, 1998

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:10 o’clock a.m., this day, in room 209, West Block, the Chair, Guy Saint-Julien, presiding.

Members of the Committee present: Claude Bachand, John Bryden, Gordon Earle, John Finlay, Gerald Keddy, Derrek Konrad, Judi Longfield, Bernard Patry, Guy Saint-Julien and Bryon Wilfert.

In attendance: From the Research Branch of the Library of Parliament: Jill Wherrett, Research Officer.

Witnesses: Department of Indian and Northern Affairs Canada: John Brown, Associate Regional Director General, Atlantic Region; Joe McNeil, Advisor, Intergovernmental Affairs, Atlantic Region. Allan Cracower, Legal Advisor. Mi'kmaw Kina'matnewey/Education: Chief Lindsay Marshall, Chairman; Marjorie Gould, Executive Director. Department of Education: Sister Dorothy Moore, Acting Director, Mi'kmaq Services Division. Nova Scotia School Boards Association: Marg Forbes, President. Assembly of First Nations: Rick Simon, Vice-Chief. As an individual: Barbara Johnson, Assistant Professor, Education, Diverse cultures and Mikmaq Language. Confederacy of Mainland Micmacs: Don Julien, Director. Membertou First Nation: Darren GooGoo, Director of Education, Membertou First Nation. Indian Brook First Nation: Chief Reginald Maloney.

The Order of Reference dated, Tuesday, May 5, 1998 being read as follow:

ORDERED, -That Bill C-30, An Act respecting the powers of the Mi’kmaq of Nova Scotia in relation to education, be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

Pursuant to Standing Order 75(1), consideration of Clause 1 of the Bill was postponed.

The Chair called Clause 2.

The Chair read into the record a letter from the Honourable Russell MacLellan, Premier of Nova Scotia.

John Brown from the Department of Indian and Northern Affairs made a statement and, with the other witnesses, answered questions.

Rick Simon, Vice-Chief, Assembly of First Nations made a statement and answered questions.

Chief Lindsay Marshall from Mi’kmaw Kina’matnewey made a statement and, with Marjorie Gould, answered questions.

At 10:25 o’clock a.m., John Finally took the Chair.

At 10:37 o’clock a.m., Guy St. Julien resumed the Chair.

Sister Dorothy Moore from the Nova Scotia Department of Education made a statement and answered questions.

Marg Forbes from the Nova Scotia School Boards Association made a statement and answered questions.

Barbara Johnson made a statement and answered questions.

Don Julien from the Confederacy of Mainland Micmacs made a statement and answered questions.

Darren Googoo from the Membertou First Nation made a statement and answered questions.

Chief Reginald Maloney from the Indian Brook First Nation made a statement and answered questions.

The Department officials answered further questions.

At 1:30 o’clock p.m., the Committee adjourned to the call of the Chair.
