Presenting Reports from Committees

Mr. Lebel (Chambly), from the Standing Joint Committee on Scrutiny of Regulations, presented the 2nd Report of the Committee (Re-submission of the 9th Report of the Standing Joint Committee on Scrutiny of Regulations presented to the House on Thursday, June 3, 1993, 34th Parliament, 3rd Session). -- Sessional Paper No. 8510-351-65.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 12, which includes this Report) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Proud (Hillsborough), seconded by Mr. Jordan (Leeds -- Grenville), Bill C-292, An Act to commemorate the birthplace of Confederation, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-46, An Act to establish the Department of Industry and to amend and repeal certain other Acts, as reported by the Standing Committee on Industry with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Mr. Leroux (Richmond -- Wolfe), seconded by Mr. Bélisle (La Prairie), moved Motion No. 2, -- That Bill C-46, in Clause 8, be amended by replacing line 23, on page 4, with the following:

    ``by subsection 4(2), with the approval of the Lieutenant Governor in Council of Quebec where such powers, duties and functions relate to regional development in Quebec, in a manner that will''.

Mr. Schmidt (Okanagan Centre), seconded by Mr. Gouk (Kootenay West -- Revelstoke), moved Motion No. 3, -- That Bill C-46, in Clause 8, be amended by deleting lines 24 to 28, on page 4.

Mr. Leroux (Richmond -- Wolfe), seconded by Mr. Bélisle (La Prairie), moved Motion No. 4, -- That Bill C-46, in Clause 9, be amended by replacing line 5, on page 5, with the following:

    ``Ontario and Quebec, and with the approval of the Lieutenant Governor in Council of Quebec where such powers, duties and functions relate to regional development in Quebec,''.

Mr. Leroux (Richmond -- Wolfe), seconded by Mr. Bélisle (La Prairie), moved Motion No. 5, -- That Bill C-46, in Clause 9, be amended by replacing line 22, on page 5, with the following:

    ``ing the same duties and functions, and with the approval of the Lieutenant Governor in Council of Quebec where such powers, duties and functions relate to regional development in Quebec, the Minis-''.

Mr. Schmidt (Okanagan Centre), seconded by Mr. Gouk (Kootenay West -- Revelstoke), moved Motion No. 6, -- That Bill C-46 be amended by deleting Clause 9.

Mr. Leroux (Richmond -- Wolfe), seconded by Mr. Bélisle (La Prairie), moved Motion No. 7, -- That Bill C-46, in Clause 10, be amended by replacing line 36, on page 5, with the following:

      ``10. With the approval of the Lieutenant Governor in Council of Quebec where the powers, duties and functions assigned by subsection 4(2) relate to regional development in Quebec, the Governor in Council may make''.

Mr. Schmidt (Okanagan Centre), seconded by Mr. Gouk (Kootenay West -- Revelstoke), moved Motion No. 8, -- That Bill C-46, in Clause 10, be amended by replacing lines 37 to 41, on page 5, with the following:

    ``regulations for carrying out the purposes and provision of section 8.''

Debate arose on the motions in Group No. 2.

The question was put on Motion No. 2 and, pursuant to Standing Order 76.1(8), the recorded division, which also apply to Motions Nos. 4, 5 and 7, was deferred.

Group No. 3

Mr. Schmidt (Okanagan Centre), seconded by Mr. Gouk (Kootenay West -- Revelstoke), moved Motion No. 9, -- That Bill C-46 be amended by deleting Clause 14.

Debate arose on the motion in Group No. 3.

The question was put on Motion No. 9 and, pursuant to Standing Order 76.1(8), the recorded division was deferred.

Group No. 4

Mr. Leroux (Richmond -- Wolfe), seconded by Mr. Bélisle (La Prairie), moved Motion No. 10, -- That Bill C-46, in new Clause 21, be amended by replacing subclause 2 with the following :

      ``(2) The Minister shall, at least 60 days before the date on which the Minister fixes or increases a fee under sections 18, 19 or 20, cause to be published in the Canada Gazette and in no fewer than two leading newspapers in each province a notice clearly indicating:
        (a) the products, services, rights, privileges, regulatory processes, approvals or use of facilities provided under these sections; and
        (b) the fees to be fixed or increased pursuant to these sections.''

Debate arose on the motion in Group No. 4.

The question was put on Motion No. 10 and, pursuant to Standing Order 76.1(8), the recorded division was deferred.

The House proceeded to the taking of the deferred recorded divisions at report stage of Bill C-46, An Act to establish the Department of Industry and to amend and repeal certain other Acts, as reported by the Standing Committee on Industry with amendments.

By unanimous consent, the recorded divisions were further deferred until Tuesday, December 6, 1994, at 5:30 p.m.

MOTIONS

By unanimous consent, it was ordered, -- That the Order of the House made November 30, 1994, concerning the report of the Standing Committee on Finance pursuant to Standing Order 83.1 be amended by changing the words ``December 7, 1994'' to ``December 8, 1994''.

Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)) for Mr. Martin (Minister of Finance), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:28 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. Meredith (Surrey -- White Rock -- South Langley), seconded by Mr. White (Fraser Valley West), -- That Bill C-240, An Act to amend the Corrections and Conditional Release Act and the Criminal Code, be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Legal Affairs.

PROCEEDINGS ON ADJOURNMENT MOTION

At 6:13 p.m., pursuant to Standing Order 38(1), the question ``That this House do now adjourn'' was deemed to have been proposed.

After debate, the question was deemed to have been adopted.
