Pursuant to Standing Order 108(2), the committee proceeded to a briefing by the Commissioner of the Environment and Sustainable Development - Fall 2023 Report 9 - Monitoring Marine Fisheries Catch - Fisheries and Oceans Canada.

Jerry V. DeMarco and Todd Williams made statements and, with David Normand, Brent Napier and Jennifer Mooney, answered questions.

Motion

Clifford Small moved, — That, pursuant to Standing Order 108(2), and considering the Commissioner of the Environment and Sustainable Development’s 2023 report titled “Monitoring Marine Fisheries Catch” and the Commissioner’s testimony received by the committee on Tuesday, February 6, 2024, the committee request that the Minister of Fisheries and Oceans appear for no fewer than two hours, as soon as possible, to answer questions related to her department’s failures to implement the Fishery Monitoring Policy.

Debate arose thereon.

At 5:13 p.m., the sitting was suspended.

At 5:18 p.m., the sitting resumed.

The debate continued.

On motion of Ken Hardie, it was agreed, — That the motion be amended by adding after the words “Minister of Fisheries and Oceans” the following: “and relevant departmental officials”.

The debate on the motion, as amended, continued.

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), and considering the Commissioner of the Environment and Sustainable Development’s 2023 report titled “Monitoring Marine Fisheries Catch” and the Commissioner’s testimony received by the committee on Tuesday, February 6, 2024, the committee request that the Minister of Fisheries and Oceans and relevant departmental officials appear for no fewer than two hours, as soon as possible, to answer questions related to her department’s failures to implement the Fishery Monitoring Policy.

Questioning of the witnesses resumed.

At 5:48 p.m., the committee adjourned to the call of the Chair.
