Meeting No. 10

Tuesday, November 19, 2002

The Standing Committee on Foreign Affairs and International Trade met at 9:07 a.m. this day, in Room 308, West Block, John Harvard, presiding.

Members of the Committee present: Sarkis Assadourian, Aileen Carroll, Stockwell Day, John Duncan, The Hon. Art Eggleton, Mark Eyking, John Harvard, Marlene Jennings, Pat O'Brien.

Acting Members present: Byron Wilfert for Diane Marleau; Pauline Picard for Francine Lalonde.

In attendance: From the Library of Parliament: Gerald Schmitz and Jay Sinha, Research Officers.

Appearing: Bryon Wilfert, Parliamentary Secretary to the Minister of Finance.

Witnesses: From the Department of Finance: Brian Ernewein, Director, Tax Legislation Division, Tax Policy Branch; David Sénecal, Acting Chief, Tax Treaties Section, Tax Legislation Division. From the Department of Foreign Affairs and International Trade: Adrian Norfolk, Deputy Director, Human Rights, Human Rights, Humanitarian Affairs and International Women's Equality Division.

The Order of Reference dated Friday, November 1st, 2002, being now read as follows:

ORDERED, -- That Bill S-2, An Act to implement an agreement, conventions and protocols concluded between Canada and Kuwait, Mongolia, the United Arab Emirates, Moldova, Norway, Belgium and Italy for the avoidance of double taxation and the prevention of fiscal evasion and to amend the enacted text of three tax treaties be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

The Parliamentary Secretary made a statement and with the witnesses answered questions.

The Committee proceeded to Clause-by-Clause consideration of the Bill.

Clause 2 to 12 carried severally.

Schedule I to VII carried severally.

Clause 1 carried.

The title carried.

The Bill carried.

ORDERED, -- That the Chair report That Bill S-2, An Act to implement an agreement, conventions and protocols concluded between Canada and Kuwait, Mongolia, the United Arab Emirates, Moldova, Norway, Belgium and Italy for the avoidance of double taxation and the prevention of fiscal evasion and to amend the enacted text of three tax treaties without amendments to the House as the Second Report of the Committee.

At 9:38 a.m., the Committee adjourned to the call of the Chair.
