Meeting No. 13

Tuesday, February 8, 2000

The Standing Committee on Health met at 11:10 a.m. this day, in Room 536, Wellington Building, the Chair, Lynn Myers, presiding.

Members of the Committee present: Yvon Charbonneau, Gurmant Grewal, Ovid Jackson, Bill Matthews, Réal Ménard, Lynn Myers, Karen Redman, Paul Szabo, Judy Wasylycia-Leis.

Acting Members present: Marcel Proulx for Bernard Patry, Richard Marceau for Christiane Gagnon, Yvon Bernier for Christiane Gagnon.

In attendance: From the Library of Parliament: Odette Madore and Nancy Miller Chenier, Research Officers.

Witnesses: From the Canadian Institutes of Health Research: Pierre Richard, Executive Director, CIHR Transition Secretariat; David Hoye, Director of Policy and Goverment Relations, CIHR Transition Secretariat. From the Medical Research Council of Canada: Karen Mosher, Executive Director. From Justice Canada: Glenn Rivard, General Counsel.

By unanimous consent, the Chair presented the Second Report of the Sub-Committee on Agenda and Procedure to the Committee, which reads as follows:

SECOND REPORT OF THE SUB-COMMITTEE ON AGENDA AND PROCEDURE

It was agreed, -- That the Committee meet on Tuesdays from 3:30 p.m. to 5:30 p.m., and that it continue to meet on Wednesdays from 3:30 p.m. to 5:30 p.m. and on Thursdays from 9:00 a.m. to 11:00 a.m..

It was agreed, -- That the Minister of Health be invited to appear on the Estimates and Performance Report immediately following the completion of the committee’s study of Bill C-13.

Judy Wasylycia-Leis moved, -- That the Auditor General be invited to appear on the Auditor General’s Reports immediately following the completion of the committee’s study of Bill C-13.

After debate, the motion was stood.

It was agreed, -- That the Sub-Committee on Agenda and Procedure schedule its next meeting once Bill C-13 has been referred back to the House.

It was agreed, -- That the budget of the Committee for witness expenses in the amount of $22,500 for the fiscal year 1999-2000 be approved.

It was agreed, -- That the Chair present the Second Report of the Sub-Committee on Agenda and Procedure to the main committee.

At 10.55 a.m., the Committee adjourned to the call of the Chair.

It was agreed -- That the Second Report of the Sub-Committee on Agenda and Procedure be concurred in.

Pursuant to its Order of Reference of Monday, November 29, 1999, the Committee resumed consideration of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, December 2, 1999 , Meeting No. 8).

The Committee resumed clause-by-clause consideration of the Bill.

The Chair called Clause 7 and debate arose thereon.

The witnesses answered questions.

On Clause 7,

Gurmant Grewal moved, -- That Bill C-13, in Clause 7, be amended by replacing line 43 on page 6 with the following:

"more than three consecutive terms."

After debate, the question being put on the amendment, it was negatived by a show of hands.

Judy Wasylycia-Leis moved, -- That Bill C-13, in Clause 7, be amended by replacing line 2 on page 7 with the following:

"as members of the Governing Council an equal number of women"

Yvon Charbonneau moved, -- That Bill C-13, in Clause 10, be amended by replacing lines 29 to 31 on page 7 with the following:

" (b) shall establish by by-law one or more standing committees to advise the Governing Council with respect to the full range of health research, and in particular for the purposes of paragraphs 4(d) and (e)."

Judy Wasylycia-Leis moved the following sub-amendment, -- That all the words after the words "full range of health research" be deleted.
