Tuesday, April 4, 2000

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:35 p.m. this day, in Room 237-C, Centre Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Bill Graham, Francine Lalonde, Ted McWhinney, Deepak Obhrai, Denis Paradis, Bernard Patry, Yves Rocheleau, Bob Speller.

Acting Members present: Pauline Picard for Maude Debien; Gurmant Grewal for Keith Martin.

Associate Member present: Eleni Bakopanos.

From the Parliamentary Research Branch of the Library of Parliament: James Lee, Research Officer.

Appearing: From the Department of Foreign Affairs and International Trade: Lloyd Axworthy, Minister of Foreign Affairs; From the Canadian International Development Agency: Maria Minna, Minister for International Cooperation.

Witnesses: From the United Nations: H.E. Dr. Olara Otunnu, UN Special Representative of the Secretary General for Children in Armed Conflict. From the War Child Canada: Hannady Mobarek, Spokesperson; Salah Mohamed, Spokesperson.

Pursuant to Standing Order 108(2), the Committee commenced its examination of United Nations involvement in the rights of children in armed conflict.

Minister Lloyd Axworthy, Minister Maria Minna, H.E. Dr. Olara Otunnu, Salah Mohamed and Hannady Mobarek each made an opening statement and answered questions.

At 5:05 p.m., the Committee adjourned to the call of the Chair.
