Tuesday, April 4, 2000
The Standing Committee on Foreign Affairs and International Trade met in camera at 8:48 a.m. this day, in Room 237-C, Centre Block, the Chair, Bill Graham, presiding.
Members of the Committee present: Jean Augustine, Colleen Beaumier, Maud Debien, Bill Graham, Francine Lalonde, Diane Marleau, Ted McWhinney, Deepak Obhrai, Denis Paradis, Bernard Patry, Svend Robinson, Yves Rocheleau, Bob Speller.
Acting Member present: Pauline Picard for Yves Rocheleau.
From the Parliamentary Research Branch of the Library of Parliament: James Lee, Research Officer.
Witnesses: From the Department of Foreign Affairs and International Trade: Jim Wright, Director General for Central East and South Europe; Ann Collins, Director, Eastern Europe Division; Robert Brooks, Deputy Director, Eastern Europe Division (Belarus, Caucasus, Central Asia, Moldova, Ukraine). From the Canadian International Development Agency: Stephen Wallace, Director, Southern Europe, Central, Asia and Humanitarian Assistance; Jean Couturier, Country Program Manager, Southern Europe, Central and Caucasus.
Pursuant to Standing Order 108(2), the Committee continued to examine of the sanctions against Iraq. (See Minutes of Proceedings, Tuesday, March 21, 2000, Meeting No. 29.)
I t was agreed, --That the agenda of the meeting set for Thursday, April 4, 2000 be amended to include an examination of a draft resolution pursuant to the Committee's study under S.O. 108(2) of sanctions against Iraq.
At 10:14 a.m., the sitting was suspended.
At 10:24 a.m., the sitting was resumed in public.
Pursuant to Standing Order 108(2), the Committee commenced its examination of Canada's foreign policy interests in South Caucasus and Central Asia.
Jim Wright and Stephen Wallace each made an opening statement and, with Ann Collins, Robert Brooks and Jean Couturier, answered questions.
At 12:00 p.m., the Committee adjourned to the call of the Chair.
