MINUTES OF PROCEEDINGS

Meeting No. 3

Wednesday, October 27, 1999

The Standing Committee on Foreign Affairs and International Trade and the Sub-Committee on International Trade, Trade Disputes and Investment met in a joint session in camera at 3:30 p.m. this day, in Room 371, West Block, the Chair, Bill Graham and Sarmite Bulte, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Maud Debien, Bill Graham, The Hon. Diane Marleau, Deepak Obhrai, Denis Paradis, Bernard Patry, Bob Speller.

Acting Members present: Sarmite Bulte for Ted McWhinney, Alex Shepherd for Fred Mifflin, Pauline Picard for Francine Lalonde, Richard Marceau for Yves Rocheleau.

In attendance: From Parliamentary Research Branch of the Library of Parliament: Dan Shaw, Daniel Dupras, Gerald Schmitz, Research Officers.

It was agreed, -That the Committee meet in a joint session with the Standing Committee on National Defence and Veterans Affairs with Lord Robertson, Secretary General of NATO on Monday, November 1, 1999 (11:20-12:00)

Pursuant to Standing Order 108(2), the Committee resumed its examination of a Draft Report on Canada's priority interests in the FTAA process

It was agreed, -That the Committee prepare its Report, entitled The Free Trade Area of the Americas: Towards a Hemispheric Agreement in the Canadian Interest, as a standard black and white report with a black and white cover with graphics.

It was agreed, -That the draft report, as amended, be adopted as the First Report of the Sub-Committee on International Trade, Trade Disputes and Investment and the First Report of the Standing Committee on Foreign Affairs and International Trade and that the Chair be authorized to present the Report to the House of Commons.

It was agreed, -That the Committee print 550 copies of the Report in French and 1,000 copies in English.

It was agreed, -That pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to this Report.

It was agreed, -That the Chair be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the Report to the House.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
