MINUTES OF PROCEEDINGS

Meeting No. 2

Tuesday, October 26, 1999

The Standing Committee on Foreign Affairs and International Trade and the Sub-Committee on International Trade, Trade Disputes and Investment met jointly in camera at 9:38 a.m. this day, in Room 209, West Block, the Chairs, Bill Graham and Sarmite Bulte, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, André Bachand, Colleen Beaumier, Maud Debien, Bill Graham, Hon. Diane Marleau, Ted McWhinney, Deepak Obhrai, Denis Paradis, Bernard Patry, Bob Speller.

Acting Members present: Pauline Picard for Yves Rocheleau; Richard Marceau for Francine Lalonde.

In attendance: From Committees and Legislative Services: Christine Fisher, Clerk of the Sub-Committee on International Trade, Trade Disputes and Investment. From the Parliamentary Research Branch of the Library of Parliament: Dan Shaw, Daniel Dupras, Gerald Schmitz, Research Officers.

Pursuant to Standing Order 108(2), the Committee commenced its examination of the Draft Report on Canada's priority interests in the FTAA process.

It was agreed, -That the Committee authorize the printing of dissenting opinions as an appendix to this Report immediately following the signature of the Chair and that the dissenting opinions be limited to no more than five (5) pages, to be delivered to the Clerk of the Committee no later than noon Thursday, October 28, 1999 in both official languages.

By unanimous consent, it was agreed, --That the Committee meet on Wednesday, October 27, 1999 in order to resume its consideration of a Draft Report on Canada's priority interests in the FTAA process.

At 12:05 p.m., the Committee adjourned to the call of the Chair.
