Thursday, May 6, 1999
The Standing Committee on Agriculture and Agri-Food met at 9:07 a.m. this day, in Room 237-C, Centre Block, the Chair, John Harvard, presiding.
Members of the Committee present: Hélène Alarie, Murray Calder, Denis Coderre, John Harvard, Howard Hilstrom, Joe McGuire, Dick Proctor and Rose-Marie Ur.
In attendance: From the Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.
Witnesses: From the Confederation of Canadian Faculties of Agriculture and Veterinary Medicine: Dr. Alan Meek, Dean, OVC, and Chair, CCFAVM; Dr. Deborah Buszard, Dean, McGill University; Dr. Jean-Claude Dufour, Dean, Laval University; Dr. Jim Elliot, Dean, Manitoba; Dr. Alex Livingston, Dean, University of Saskatoon, Veterinary College; Dr. Rob McLaughlin, Dean, OAC, University of Guelph.
Pursuant to Standing Order 108(2), the Committee held a Round Table discussion with the representatives of Canadian Faculties of Agriculture and Veterinary Medicine.
Alan Meek and Deborah Buszard made opening statements and, with other witnesses, answered questions.
Howard Hilstrom gave notice of a motion to be moved at the next committee meeting, which reads as follows:
Whereas Canadian farmers have suffered a disastrous fall in income and the economic health of rural Canada has been devastated as a result.
Whereas local value added processing of agricultural products in Canada would help improve the financial situation of farmers and improve the economic well-being of rural communities.
Whereas the proposed mill and pasta plant to be located in western Canada, planned by the Prairie Pasta Producers, would give some of this needed value added processing.
I move that this Committee direct the clerk to invite the Prairie Pasta Producers and the Minister of Natural Resources with special responsibilities for the Canadian Wheat Board to discuss the proposed pasta plant and to discuss ways to remove impediments to the plant, put in place by federal legislation.
At 11:03 a.m., the Committee adjourned to the call of the Chair.
