Background

On April 9, 1986, Mr. Broadbent (Oshawa) and Mr. Axworthy (Winnipeg—Fort Garry) each sought leave to move the adjournment of the House under the provisions of Standing Order 29 to discuss the effects of falling grain prices on western farmers. The Speaker ruled that he was not yet persuaded the circumstances set out in these applications established the existence of a genuine emergency. The next day Mr. Althouse (Humboldt—Lake Centre) sought leave to move the adjournment of the House to discuss the same issue. Once more the Speaker ruled that he was not yet persuaded the application met the terms of the rule. When, on April 11, Mr. Althouse asked for leave again, the Speaker reserved his decision.

Reasons given by the Speaker

The Chair must consider the likelihood of the matter in question being brought before the House by other means. In this case the plight of western farmers will be addressed in the report of the Special Committee on the Pricing of Domestic Wheat and its Products, due to be presented by May 9, 1986.
