Minutes of Proceedings
The clerk gave a presentation on the financial status of the global envelope for committee activities.
It was agreed, — That the request for reimbursement presented by Sameer Zuberi regarding a witness who submitted her expense claim to the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development after the 60-day deadline be concurred in.
It was agreed, — That the Standing Committee on Official Languages be granted a supplementary study budget of $12,125.00 for its study of Bill C-13, An Act to amend the Official Languages Act, to enact the Use of French in Federally Regulated Private Businesses Act and to make related amendments to other Acts.
It was agreed, — That the Standing Committee on International Trade be granted a travel budget of $190,163.04 to travel to Singapore, Singapore, and New Delhi, India, in the Winter of 2023, in relation to its study of trade opportunities for Canadian businesses in the Indo-Pacific.
It was agreed, — That the Standing Committee on Citizenship and Immigration be granted a travel budget of $174,554.03 to travel to Abu Dhabi, United Arab Emirates; Dubai, United Arab Emirates; Dakar, Senegal, and Brussels, Belgium, in the Winter of 2023, in relation to its study of application backlogs and processing times.
It was agreed, — That the Standing Committee on Foreign Affairs and International Development be granted a travel budget of $244,088.67 to travel to Brussels, Belgium; Helsinki, Finland; Stockholm, Sweden, and Warsaw, Poland, in the Winter of 2023, in relation to its study of the situation at the Russia-Ukraine border and implications for peace and security.
It was agreed, — That the Standing Committee on Fisheries and Oceans be granted a travel budget of $125,959.20 to travel to Whitehorse, Yukon; Carmacks, Yukon, and Dawson City, Yukon, in the Winter 2023, in relation to its study of population sustainability of Pacific salmon stocks.
It was agreed, — That the Standing Committee on Indigenous and Northern Affairs be granted a travel budget of $178,080.40 to travel to Yellowknife, Northwest Territories; Kugluktuk, Nunavut, and Cambridge Bay, Nunavut, in the Winter of 2023, in relation to its study of Arctic sovereignty, security and emergency preparedness of Indigenous Peoples.
It was agreed, — That the Standing Committee on Justice and Human Rights be granted a travel budget of $136,536.92 to travel to Amsterdam, Netherlands; The Hague, Netherlands, and Geneva, Switzerland, in the Winter of 2023, in relation to its study of available international mechanisms to hold state parties and others accountable for international atrocity crimes (war crimes, crimes against humanity and genocide).
It was agreed, — That the Standing Committee on Official Languages be granted a travel budget of $138,591.72 to travel to Edinburgh, Scotland, United Kingdom; Stornoway, Scotland, United Kingdom; Glasgow, Scotland, United Kingdom; Cardiff, Wales, United Kingdom; Aberystwyth, Wales, United Kingdom; Belfast, Northern Ireland, United Kingdom; Galway, Connacht, Ireland; London, United Kingdom; Liverpool, United Kingdom, and Dublin, Ireland, in the Winter of 2023, in relation to its study of best practices in supporting minority language communities.
It was agreed, — That the Standing Committee on National Defence be granted a travel budget of $149,705.10 to travel to Warsaw, Poland; Vilnius, Lithuania; Riga, Latvia, and Tallinn, Estonia, in the Winter of 2023, in relation to its study of threat analysis affecting Canada and the Canadian Armed Forces’ operational readiness to meet those threats.
It was agreed, — That the Standing Committee on Government Operations and Estimates be granted a travel budget of $112,974.46 to travel to Victoria, British Columbia; Vancouver, British Columbia; Québec, Québec; Lévis, Québec, and Halifax, Nova Scotia, in the Winter of 2023, in relation to its study of the National Shipbuilding Strategy.
It was agreed, — That the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development be granted a travel budget of $106,732.00 to travel to Washington, D.C., United States of America, and Bogotá, Colombia, in the Winter of 2023, in relation to its study of violations of human rights driving migration in Central and South America.
It was agreed, — That the Standing Committee on Science and Research be granted a travel budget of $92,383.80 to travel to Kelowna, British Columbia; Penticton, British Columbia; Kaleden, British Columbia; Vancouver, British Columbia; Saskatoon, Saskatchewan; Sudbury, Ontario; Lively, Ontario, and Chalk River area, Ontario, in the Winter of 2023, in relation to its study of big science in Canada.
It was agreed, — That the Standing Committee on Transport, Infrastructure and Communities be granted a travel budget of $114,984.20, to travel to St. John’s, Newfoundland and Labrador; Halifax, Nova Scotia; Montréal, Québec; Toronto, Ontario; Hamilton-Niagara region, Ontario; Vancouver, British Columbia, and Prince Rupert, British Columbia, in the Winter of 2023, in relation to its study of large port infrastructure expansion projects in Canada.
It was agreed, — That the subcommittee, through a letter sent by its Chair, invite all committee Chairs to ask their committee to determine which of their studies may require committee travel during the period from April to June 2023; that committees interested in travelling be invited to prepare a rationale for why such travel would be required and be requested to provide a high-level estimate of related travel costs; that this information be provided to the subcommittee, via its clerk, no later than February 8, 2023; and that budgets that may stem from those travel proposals be submitted to the subcommittee, via its clerk, no later than March 10, 2023.
At 10:25 a.m., the subcommittee adjourned to the call of the Chair.
