The committee resumed consideration of the motion of Rosemarie Falk moved on February 5, 2024 which read as follows:

That the committee express its concern about the progress made towards the goal of a Canada without barriers by 2040, and that it report its opinion to the House.
Amendment

Peter Fragiskatos moved, — That the motion be amended by:

- adding before the words “the committee express” the following: “That, pursuant to Standing Order 108(2)”.

- replacing all the words after the words “the committee express” with the words “its concern about the progress made towards the goal of a Canada without barriers by 2040, and undertake a study of no less than 3 meetings to review the government’s progress towards meeting the goal of a Barrier Free Canada by 2040; That the committee report its findings and recommendations to the House; and that pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report”.

Debate arose thereon.

Subamendment

Louise Chabot moved, — That the amendment be amended by:

- replacing the words “3 meetings” with the words “2 meetings”.

- deleting the words “to review the government’s progress towards”.

- by adding the word “on” before the word “meeting”.

Tracy Gray moved, — That the amendment be amended by:

- replacing the words “on meeting” with the words “to study the progress towards”.

- adding after the words “Barrier Free Canada by 2024;” the following: “that the committee invite the Minister of Diversity, Inclusion and Persons with Disabilities, the Auditor General of Canada, Canada’s Chief Accessibility Officer, Canada’s Accessibility Commissioner, disability advocates, and federally-regulated industry representatives;”.

Motion

Bonita Zarrillo moved, — That the committee write to Minister Freeland to highlight her mandate to convert the Canada Caregiver Credit to a refundable tax-free benefit, and ask that it be part of the upcoming Spring budget so that Canadians who care for their loved ones are also looked after.
