Pursuant to the order of reference of Wednesday, September 28, 2022, the committee resumed consideration of Bill C-252, An Act to amend the Food and Drugs Act (prohibition of food and beverage marketing directed at children).

The committee resumed its clause-by-clause study on Clause 4 of the Bill.

The committee resumed consideration of the amendment of Stephen Ellis, — That Bill C-252, in Clause 4, be amended by adding after line 22 on page 4 the following:

“(2) The review shall also examine whether, since their coming into force, sections 7.1 and 7.2 have been effective having regard to rates of obesity, high cholesterol, diabetes, sleep apnea, mental health issues, cancer and high blood pressure in children.”

After debate, the question was put on the amendment of Stephen Ellis and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

Clause 4, as amended, carried by a show of hands: YEAS: 6; NAYS: 0.

On Clause 5,

Adam van Koeverden moved, — That Bill C-252, in Clause 5, be amended by replacing lines 27 to 31 on page 4 with the following:

referred to in that section are advertised in a manner that is primarily directed at persons who are under 13 years of age;

(e.2) limiting the forms of advertising to which section 7.1 applies;

(e.3) defining “sugars” and “saturated fat” for the purposes of section 7.1;

After debate, the question was put on the amendment of Adam van Koeverden and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

Clause 5, as amended, carried by a show of hands: YEAS: 11; NAYS: 0.

Adam van Koeverden moved, — That Bill C-252, in Clause 6, be amended by replacing lines 32 and 33 on page 4 with the following:

6 This Act comes into force on a day to be fixed by order of the Governor in Council.

After debate, the question was put on the amendment of Adam van Koeverden and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

Adam van Koeverden moved, — That Bill C-252, in the preamble, be amended by replacing line 49 on page 2 with the following:

After debate, the question was put on the amendment of Adam van Koeverden and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, February 9, 2022, the committee resumed its study of children's health.

The committee proceeded to give drafting instructions to the analysts for a draft report.

It was agreed, — That the evidence heard by the committee in relation to its study of over-the-counter paediatric medication be taken into consideration by the committee in its study of children’s health.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the committee commence its study of Bill C-293, An Act respecting pandemic prevention and preparedness, on Thursday, April 20, 2023; and that the sponsor of the bill be invited to appear for one hour at the said meeting.

It was agreed, — That the committee commence its study of oversight of medical devices (breast implants) on Tuesday, April 25, 2023; and that departmental officials be invited to appear at the said meeting.

ORDERED, — That the analysts prepare a work plan in relation to the study of oversight of medical devices (breast implants).
