Pursuant to the order of reference of Wednesday, May 18, 2022, the committee commenced consideration of Bill S-223, An Act to amend the Criminal Code and the Immigration and Refugee Protection Act (trafficking in human organs).

Salma Ataullahjan and Garnett Genuis made statements and answered questions.

Motion

Randy Hoback moved, — That the debate be resumed on the motion of Garnett Genuis moved on Monday, November 14, 2022, and that a vote on the motion take place by the end of this meeting.

A point of order was raised as to the procedural acceptability of the proposed motion.

RULING BY THE CHAIR

The Chair ruled the motion out of order on the grounds that it was a substantive motion that did not address the current study and that the necessary notice had not been given.

Motion

Randy Hoback moved, — That the committee proceed to consideration of the motion of Garnett Genuis moved on Monday, November 14, 2022.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Ziad Aboultaif, Stéphane Bergeron, Dave Epp, Randy Hoback, Bob Zimmer — 5;

NAYS: Charlie Angus, Rachel Bendayan, Hedy Fry, Robert Oliphant, Randeep Sarai, Sameer Zuberi — 6.

At 5:40 p.m., the sitting was suspended.

At 5:46 p.m., the sitting resumed.

Miriam Cohen, Lindsey McKay and Jagbir Gill made statements and answered questions.

Garnett Genuis gave notice of the following motion:

That the Chair be instructed to schedule an in public committee business meeting on Wednesday, November 23, 2022, and that the first order of business during that meeting be the resumption of debate on the motion of Garnett Genuis moved on Monday, November 14, 2022.

Questioning of the witnesses resumed.

At 6:41 p.m., the committee adjourned to the call of the Chair.
