Pursuant to Standing Order 108(3)(h) and the motion adopted by the committee on Tuesday, July 26, 2022, the committee resumed its study of device investigation tools used by the Royal Canadian Mounted Police (RCMP).

The committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Device Investigative Tools Used By The Royal Canadian Mounted Police And Related Issues".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 4:00 p.m. on Friday, November 18, 2022.

It was agreed, — That the Chair present the report to the House.

It was agreed, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website and for distribution upon presentation of the report to the House.

It was agreed, — That the clerk of the committee make the necessary arrangements for a press conference to be held after the presentation of the committee's report to the House; and that the committee be represented by the Chair and a representative from each party.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the committee proceed to sit in public.

At 5:11 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed in public.

The committee resumed consideration of the motion moved on Wednesday, November 2, 2022, which read as follows:

That the committee hold a minimum of 3 witness meetings on the subject of the contracts awarded in relation to the ArriveCan application, including the outsourcing of some contracts and the effects on Canadians privacy; that this study begin immediately; and that the committee report its findings and recommendations to the House.

Debate arose thereon.

Amendment

Iqra Khalid moved, — That the motion be amended by replacing the word “immediately” with the words “upon completion of all witness testimony and submissions from the study at OGGO".

The question was put on the amendment and the result of the vote was announced:

YEAS: Parm Bains, Greg Fergus, Lisa Hepfner, Iqra Khalid, Brenda Shanahan — 5;

NAYS: Michael Barrett, Jacques Gourde, Matthew Green, Damien C. Kurek, René Villemure — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

Amendment

Iqra Khalid moved, — That the motion be amended by replacing the words “minimum of three” with the words “maximum of two”.

Debate arose thereon.

The question was put on the amendment and the result of the vote was announced:

YEAS: Parm Bains, Greg Fergus, Lisa Hepfner, Iqra Khalid, Brenda Shanahan — 5;

NAYS: Michael Barrett, Jacques Gourde, Matthew Green, Damien C. Kurek, René Villemure — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

The question was put on the motion and the result of the vote was announced:

YEAS: Michael Barrett, Jacques Gourde, Matthew Green, Damien C. Kurek, René Villemure — 5;

NAYS: Parm Bains, Greg Fergus, Lisa Hepfner, Iqra Khalid, Brenda Shanahan — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

René Villemure gave notice of the following motion:

That the Committee undertake, pursuant to Standing Order 108(3)(h), a study of foreign interference, particularly in the 2021 federal election, through the use of funds from foreign-influenced organizations affiliated with the United Front of the Communist Party of China, and the threats to the integrity of democratic institutions, intellectual property and the Canadian state itself that arise from this foreign interference; and that the committee report to the House.

At 5:39 p.m., the committee adjourned to the call of the Chair.
