It was agreed, — That the proposed budget in the amount of $ 2,450.00, for the study of Main Estimates 2022-23, be adopted.
The Chair called Vote 1 under Offices of the Information and Privacy Commissioners of Canada.
Caroline Maynard made a statement and answered questions.
Lisa Hepfner moved, — That, pursuant to Standing Order 108(2), the committee undertake a study that examine the issue of digital surveillance by employers of Canadians who work from home, including: (a) the prevalence of digital surveillance by employers; (b) the types of surveillance being collected; (c) how personal surveillance data is being stored and secured; (d) what rules are in place to protect employees privacy rights while working from home; (e) data collection disclosure and permission rights of employees; that the committee report its findings and recommendations to the House.
After debate, the question was put on the motion and the result of the vote was announced:
YEAS: Parm Bains, Lisa Hepfner, Arielle Kayabaga, Iqra Khalid, Ya'ara Saks — 5;
NAYS: James Bezan, Matthew Green, Damien C. Kurek, René Villemure, Ryan Williams — 5.
Whereupon, the Chair voted in the negative.
Accordingly, the motion was negatived.
Questioning of the witnesses resumed.
Ryan Williams moved, — That, pursuant to Standing Order 108(3)(h)(vii), the committee conduct a study into the Access to Information and Privacy system, which routinely violates its own mandate for open government through delays and mismanagement; that the study consists of no fewer than five meetings; and that the committee report its findings to the House.
Damien C. Kurek moved, — That the motion be amended by deleting the words: ", which routinely violates its own mandate for open government through delays and mismanagement.".
After debate, the question was put on the amendment of Damien C. Kurek and it was agreed to.
