The committee proceeded to the consideration of matters related to committee business.

Motion

Kevin Waugh moved, — That former Supreme Court Justice, the Honorable Thomas Cromwell, be invited to appear before the committee pursuant to its study on safe sport in Canada, regarding his final independent governance review of Hockey Canada; and that the committee hear from Justice Cromwell prior to Hockey Canada’s announcement of its new board and chief executive officer (CEO).

Debate arose thereon.

Chris Bittle moved, — That the debate be now adjourned.

By unanimous consent, the motion was withdrawn.

It was agreed, — That the motion be amended by adding after the words “chief executive officer (CEO)” the following: “on Saturday, December 17, 2022”.

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:

Pursuant to the order of reference of Tuesday, May 31, 2022, the committee resumed consideration of Bill C-18, An Act respecting online communications platforms that make news content available to persons in Canada.

Thomas Owen Ripley answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

On Clause 2,

Rachael Thomas moved, — That Bill C-18, in Clause 2, be amended by replacing lines 17 and 18 on page 1 with the following:

After debate, the question was put on the amendment of Rachael Thomas and it was negatived on the following recorded division:

Peter Julian moved, — That Bill C-18, in Clause 2, be amended

(a) by adding after line 6 on page 2 the following:

Indigenous news outlet means an undertaking or any distinct part of an undertaking, such as a section of a newspaper, whose primary purpose is to produce news content and that

(a) is operated by an individual who belongs to an Indigenous group, community or people; and

(b) produces news content primarily for Indigenous peoples. (média d'information autochtone)”

(b) by adding after line 6 on page 2 the following:

Indigenous peoples has the meaning assigned by the definition aboriginal peoples of Canada in subsection 35(2) of the Constitution Act, 1982. (peuples autochtones)”

(c) by replacing line 18 on page 2 with the following:

“primary purpose of which is to produce news content and includes an Indigenous news outlet.”

After debate, the question was put on the amendment of Peter Julian and it was agreed to on the following recorded division:

Rachael Thomas moved, — That Bill C-18, in Clause 2, be amended

(a) by replacing line 13 on page 2 with the following:

“ing an audio or audiovisual format — that is protected by copyright and that reports on, in-”

(b) by replacing line 15 on page 2 with the following:

“interest. It does not include a hyperlink that provides access to online news content and is presented without images or extracts of alphanumeric text that are part of the online news content. (contenu de nouvelles)”
