Pursuant to the order of reference of Wednesday, May 17, 2023, the committee resumed consideration of Bill C-280, An Act to amend the Bankruptcy and Insolvency Act and the Companies’ Creditors Arrangement Act (deemed trust – perishable fruits and vegetables).

Samir Chhabra answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

Clause 2 carried.

Clause 3 carried.

On new Clause 4,

Francis Drouin moved, — That Bill C-280 be amended by adding after line 25 on page 4 the following:

“Coming into Force

4 This Act comes into force on the day that, in the 12th month after the month in which it receives royal assent, has the same calendar number as the day on which it receives royal assent or, if that 12th month has no day with that number, the last day of that 12th month.”

After debate, the question was put on the amendment of Francis Drouin and it was negatived on the following recorded division:

YEAS: Francis Drouin, Iqra Khalid, Tim Louis, Leah Taylor Roy, Rechie Valdez — 5;

NAYS: John Barlow, Richard Lehoux, Alistair MacGregor, Yves Perron, Lianne Rood, Warren Steinley — 6.

Clause 1, Short Title, carried.

The Title carried.

The Bill was adopted.

ORDERED, — That the Chair report the Bill to the House.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That consideration of draft report for the study of environmental contribution of agriculture be the first thing on the agenda when the committee returns in September.

At 5:36 p.m., the committee adjourned to the call of the Chair.
