The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That the committee invite the Minister of Transport and the Minister of Infrastructure and Communities, to appear, at their earliest convenience, in relation to the study of the Main Estimates 2020-21, the Departmental Plans 2020-21 and the Supplementary Estimates (B), 2020-21.

2. That, pursuant to Standing Order 108(2), the committee undertake a study on Transport Canada’s aircraft certification process, including, but not limited to, the nature of Transport Canada’s relationship to the Federal Aviation Administration and other certifying bodies, as well as the role of airplane manufacturers in the certification process; that no fewer than two meetings be set aside for this study; and that the evidence and documentation received by the committee during the first session of the 43rd Parliament on the subject be taken into consideration by the committee in the current session.

3. That, pursuant to Standing Order 108(2), the committee undertake a broad study on the impact of COVID-19 on the aviation sector; and that no fewer than eight meetings be set aside for this study, and that the impact of the Air Transat sale on the sector be the first item considered as part of the study.

4. That, pursuant to Standing Order 108(2), the committee undertake a study on the mandate and activities of the Canada Infrastructure Bank, including a review of the projects that the Bank has supported and possible alternate mechanisms for funding for comparable projects and that no fewer than five meetings be set aside for this study.

5. That, pursuant to Standing Order 108(2), the committee undertake a study on the ability of targeted infrastructure investment to influence social economic and environmental outcomes and improve the lives of Canadians, and underserved vulnerable communities; that the committee examine the socioeconomic profile of where infrastructure funding has flowed historically; and that the committee study the best practices in Canada and abroad for ensuring infrastructure investments reach communities most in need with a specific emphasis on rural Internet.

6. That an order be issued for the production of the report or reports written or commissioned by Transport Canada regarding the sale of Air Transat and that these documents be delivered to the clerk of the committee within 15 days; that the committee ask Transport Canada to advise as to a timeline for production of all other documents, memoranda, notes and other records related to the matter; and that the production of documents be consistent with relevant legislation concerning confidentiality.
