Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, October 8, 2020, the committee resumed its study of Parole Board of Canada and the circumstances that led to a young woman's death.

The committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Parole Board of Canada and the Circumstances that Led to a Young Woman’s Death”.

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 6:00 p.m. on Wednesday, June 16, 2021.

It was agreed, — That the Chair present the report to the House.

It was agreed, — That the committee report the following to the House:

Pursuant to Standing Order 108(2), your committee has considered the Final Report on the Implementation of the Merlo Davidson Settlement Agreement entitled Broken Dreams Broken Lives: The Devastating Effects of Sexual Harassment on Women in the RCMP by the Hon. Michel Bastarache and reports the following to the House:

1. That the committee concurs in the findings and recommendations of the “Bastarache Report”;

2. That the committee call on the Commissioner of the Royal Canadian Mounted Police to provide a detailed report to the committee before June 23, 2021, on all ongoing actions and plans to implement the RCMP's specific recommendations of the “Bastarache Report”, including timelines for implementation and ongoing work to meet the recommendations;

3. That the Commissioner’s report be appended to this report if submitted on time;

4. That the committee further calls for the Commissioner’s report to be updated and provided to the committee every two months; and,

5. That the chair be directed to call a meeting of the committee on the “Bastarache Report” if any updates requested in subsection 2 are not provided on time.

At 6:09 p.m., the committee adjourned to the call of the Chair.
