Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, November 5, 2020, the committee resumed its study of accessibility and affordability of telecommunications services.

The committee resumed consideration of a draft report.

It was agreed, — That the draft report be adopted.

It was agreed, — That the report be entitled: "Affordability and Accessibility of Telecommunications Services in Canada: Encouraging Competition to (Finally) Bridge the Digital Divide".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That dissenting or supplementary opinions be submitted electronically, in both official languages, to the clerk of the committee, not later than 12:00 p.m. on Friday, June 18, 2021.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee's website and for distribution upon presentation of the report to the House of Commons.

Pursuant to the order of reference of Wednesday, May 12, 2021, the committee resumed consideration of Bill C-253, An Act to amend the Bankruptcy and Insolvency Act and the Companies’ Creditors Arrangement Act (pension plans and group insurance plans).

The committee resumed its clause-by-clause study of the Bill.

On new Clause 6,

Pierre Poilievre moved, — That Bill C-253 be amended by adding after line 29 on page 4 the following new clauses:

“Transitional Provisions

6 (1) Sections 1 to 3 do not apply in respect of a person who is an employer who, on the day before the day on which those sections come into force, participated in a prescribed pension plan for the benefit of the person’s employees until the third anniversary of the day on which this Act comes into force.

(2)Subsections 5(2) and (3) do not apply in respect of a company that, on the day before the day on which those subsections come into force, participated in a prescribed pension plan for the benefit of its employees until the third anniversary of the day on which this Act comes into force.

Coming into Force

7 Section 4 and subsection 5(1) come into force three years after the day on which this Act receives royal assent.”
