The committee proceeded to the consideration of matters related to committee business.

The committee resumed consideration of the motion moved by Ryan Turnbull on Thursday, April 29, 2021, which read as follows:

That, as the next order of business, the committee undertake a study on social innovation and social finance, outlining how these strategies can contribute to building a more inclusive, resilient, and sustainable economy as we look towards economic recovery, and that this study shall take no less than six meetings.

And of the amendment moved by Rosemarie Falk on Tuesday, May 4, 2021, which read as follows:

That the motion be amended by deleting the words “as the next order of business” and adding after the words “six meetings” the following: “; and that the study take place after the completion of the seniors study unanimously agreed to on Tuesday, February 2, 2021”.

Motion

Rosemarie Falk moved, — That the committee prioritize the study on the impact of COVID-19 on seniors, as amended, and unanimously agreed to on Tuesday, February 2, 2021, as its next study.

After debate, the question was put on the motion and it was agreed to.

It was agreed, — That the study on the impact of COVID-19 on the financial, social, health and overall well-being of seniors commence on Thursday, May 13, 2021.

Motion

Rachel Blaney moved, — That the committee undertake a study on guaranteed livable basic income as a significant and meaningful measure to address the post-pandemic economic recovery, eradicate poverty, strengthen Canada’s social safety net, and ensure the respect, dignity and security of all persons in respect of Canada’s domestic and international legal obligations, that this study shall take no less than three meetings and that it report its findings and recommendations to the House.

Debate arose thereon.

Amendment

Adam Vaughan moved, — That the motion be amended by adding after the words “to the House”, the following: “; and that the study on guaranteed livable basic income be the next study after the study of the impact of COVID-19 on seniors and in between, where the schedule permits, to commence a study of the order in council appointment of the appointee for president of the Canada Mortgage and Housing Corporation and to resume the study of the rapid housing initiative”.

After debate, the question was put on the amendment of Adam Vaughan and it was agreed to.

The motion, as amended, read as follows:

Brad Vis moved, — That, pursuant to the Order of Reference of March 26, 2021, and Standing Orders 110 and 111, the committee call Romy Bowers, appointee for President of the Canada Mortgage and Housing Corporation, to appear for no less than one meeting in advance of May 31, 2021.

After debate, the question was put on the motion and it was agreed to.

On motion of Brad Vis, it was agreed, — That, in the context of the study of the impact of COVID-19 on seniors, committee members submit their prioritized witness lists, with the witnesses’ complete contact information, to the clerk of the committee no later than Monday, May 10, 2021, at 5:00 p.m. (EDT).

On motion of Brad Vis, it was agreed, — That, in the context of the study of the impact of COVID-19 on seniors, the analysts and the clerk of the committee, in consultation with the Chair, prepare a news release for publication on the committee's website.

On motion of Adam Vaughan, it was agreed, — That, in the context of the study of the impact of COVID-19 on seniors, the clerk of the committee, in consultation with the Chair, schedule witnesses that, to the greatest extent possible, reflect the prioritized list of witnesses submitted by members of the committee and the proportions of recognized parties in the House.

On motion of Brad Vis, it was agreed, — That, in the context of the study of the impact of COVID-19 on seniors, the deadline for the receipt of briefs be no later than Monday, June 7, 2021, at 5:00 p.m. (EDT).

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Friday, October 9, 2020, the committee resumed its study of urban, rural, and northern Indigenous housing.

The committee resumed consideration of a draft report.

At 4:18 p.m., the sitting was suspended.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Indigenous Housing: The Direction Home".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 5:00 p.m. (EDT) on Thursday, May 13, 2021.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website and for distribution upon presentation of the report to the House.

It was agreed, — That the report of the Parliamentary Budget Officer entitled “Urban, Rural, and Northern Indigenous Housing” be appended to the report.

At 4:48 p.m., the committee adjourned to the call of the Chair.
