Pursuant to the order of reference of Thursday, March 11, 2021, the committee commenced consideration of Bill C-24, An Act to amend the Employment Insurance Act (additional regular benefits), the Canada Recovery Benefits Act (restriction on eligibility) and another Act in response to COVID-19.

The Chair called Clause 1.

The minister made a statement, and with Andrew Brown, Cliff Groen and Graham Flack, answered questions.

At 3:47 p.m., pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.

Questioning of the witnesses resumed.

At 4:07 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

The committee commenced its clause-by-clause study of the Bill.

On Clause 1,

Daniel Blaikie moved, — That Bill C-24, in Clause 1, be amended by adding after line 23 on page 1 the following:

“(1.1) Paragraph 12(3)(c) of the Act is replaced by the following:

(c) because of a prescribed illness, injury or quarantine is 50;”

The Chair ruled the proposed amendment inadmissible because it infringed on the financial initiative of the Crown, as provided on page 772 of House of Commons Procedure and Practice, Third Edition.

Whereupon, Daniel Blaikie appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Louise Chabot, Han Dong, Anthony Housefather, Irek Kusmierczyk, Adam Vaughan, Kate Young — 6;

NAYS: Daniel Blaikie, Raquel Dancho, Rosemarie Falk, Corey Tochor, Brad Vis — 5.

Clause 6 carried.

Clause 7 carried.

Clause 8 carried.

The Title carried.

The Bill was adopted.

ORDERED, — That the Chair report the Bill to the House.
