Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, October 26, 2020, the committee resumed its study of the Patented Medicine Prices Review Board’s guidelines.

The witnesses made statements and answered questions.

Pursuant to the order of reference of Monday,October 26, 2020, the committee resumed its study of the emergency situation facing Canadians in light of the second wave of the COVID-19 Pandemic.

The committee proceeded to the consideration of matters related to committee business.

Motion

Luc Thériault moved, — That, in accordance with the practices governing parliamentary committee proceedings, recorded divisions be conducted in alphabetical order of Committee members and by party affiliation in the following order: Liberal Party, Conservative Party, Bloc Québécois and New Democratic Party.

Debate arose thereon.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Dan Albas, Don Davies, Chris d'Entremont, Tom Kmiec, Larry Maguire, Luc Thériault — 6;

NAYS: Darren Fisher, Mike Kelloway, Marcus Powlowski, Sonia Sidhu, Tony Van Bynen — 5.

Motion

Don Davies moved, — That the Standing Committee on Health’s meetings on Monday, November 30, 2020; Friday, December 4, 2020; and Monday, December 7, 2020 be devoted to the Committee’s study on the Emergency Situation Facing Canadians in light of the Second Wave of the COVID-19 Pandemic.

That the Committee’s meeting on Friday, December 11, 2020 be devoted to the Committee’s study on the Patented Medicine Prices Review Board’s Guidelines.

That, pursuant to the motion adopted by the Committee on Monday, November 16, 2020, the first four meetings of the Committee’s study on the Emergency Situation Facing Canadians in light of the Second Wave of the COVID-19 Pandemic be devoted to the mental health impacts of COVID-19 based on the topic priorities submitted by parties represented on the Committee and the rotation order established by the motion.

That Members must submit potential witnesses for the Committee’s three meetings on the mental health impacts of COVID-19 no later than end of day Wednesday, November 25, 2020.

That Members must submit potential witnesses for the Committee’s study on the Patented Medicine Prices Review Board’s Guidelines no later than end of day Friday, November 27, 2020.

That each party represented on the Committee will be entitled to select one witness per meeting for the Committee’s study on the Patented Medicine Prices Review Board’s Guidelines.

That all witnesses appearing in relation to the Committee’s study on the Patented Medicine Prices Review Board’s Guidelines be required to submit a standard written declaration of potential conflicts of interest prepared by the Committee’s analysts and provided to witnesses by the Clerk prior to their appearance before the Committee, and declare any sources of funding from the pharmaceutical industry prior to testifying before Committee.

Amendment

Luc Thériault moved, — That the motion be amended by replacing the words “Emergency Situation Facing Canadians in light of the Second Wave of the COVID-19 Pandemic” with the words “Patented Medicine Prices Review Board’s Guidelines”.

Amendment

Sonia Sidhu moved, — That the motion be amended by replacing the words “four meetings on” with the words “three meetings on”.

John Barlow moved, — That the motion be amended by adding after the words “on the Emergency Situation Facing Canadians in light of the Second Wave of the COVID-19 Pandemic” the following: “That one meeting be devoted to reviewing the availability and distribution of a vaccine”.
