The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your Subcommittee met on Monday, March 15, 2021, to consider the business of the committee and agreed to make the following recommendations:

  1. That, with respect to Bill C-14, An Act to implement certain provisions of the economic statement tabled in Parliament on November 30, 2020 and other measures:
    1. The committee invite witnesses to appear on the Bill on Wednesday, March 17, 2021, from 2:30 p.m. to 5:30 p.m., on Thursday, March 18, 2021, from 10:00 a.m. to 1:00 p.m., and, if required, during other meetings before Tuesday, March 23, 2021;
    2. The committee proceed with clause-by-clause consideration of the Bill no later than Tuesday, March 23, 2021, at 3:30 p.m.;
    3. Amendments be submitted to the clerk of the committee in both official languages no later than 12:00 p.m. on Monday, March 22, 2021;
    4. The clerk of the committee write immediately to each member who is not a member of a caucus represented on the committee and any independent members to inform them of the study of the Bill by the committee and to invite them to prepare and submit any proposed amendments to the Bill which they would suggest that the committee consider during the clause by clause study of the Bill. The clerk should also outline all of the parameters and deadlines mentioned in paragraphs a) to c) of this motion;

  2. That the committee hold a 90 minute panel of witnesses on the Covid-10 expenses study on March 25, 2021 followed by a 30 minute discussion on committee business to study various motions on notice (three motions from Gabriel Ste-Marie (routine motions), one motion from Peter Julian (tax evasion) and one motion from Julie Dzerowicz (interprovincial tax barriers);

  3. That the committee hold a meeting to study the Main Estimates and invite the Minister of Finance and senior officials;

  4. That the subcommittee hold its next meeting on Monday, March 29, 2021 or Wednesday, March 31,2021 to discuss committee business.

Debate arose thereon.

It was agreed, - That report be amended by replacing the words "3:30 p.m." in point 1.b) with the word " 4:00 p.m."; that the word "Covid-10" be substituted by "Covid-19" in paragraph 2; that the words "tax barriers" be substituted by "trade barriers" in paragraph 2.

It was agreed, — That the Third Report from the subcommittee, as amended, be concurred in.

The amended report, read as follows:

Pursuant to the order of reference of Monday, March 8, 2021, the committee resumed consideration of Bill C-14, An Act to implement certain provisions of the economic statement tabled in Parliament on November 30, 2020 and other measures.

Charles Milliard, Pia Bouman, Martin Roy, and Beth Potter made statements and, with Mathieu Lavigne, answered questions.

At 4:04 p.m., the sitting was suspended.

At 4:08 p.m., the sitting resumed.
