The committee proceeded to the consideration of matters related to committee business.

The Committee resumed consideration of the motion moved by Han Dong, on Monday, November 16, 2020, which read as follows:

That the committee study ways to further protect Canada’s democratic and electoral institutions from cyber and non-cyber interference, including studying how new domestic and international stakeholders, as well as other orders of government, can work together to strengthen Canada’s whole-of-society preparedness, resilience and civic engagement in the face of evolving threats to democracy.

Debate arose thereon

Motion

Charlie Angus moved, — That the debate be now adjourned.

The question was put on the motion and the result of the vote was announced:

YEAS: Charlie Angus, Marie-Hélène Gaudreau, Jacques Gourde, Pat Kelly, Chris Warkentin — 5;

NAYS: Han Dong, Greg Fergus, Patricia Lattanzio, Brenda Shanahan, Francesco Sorbara — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

Motion

Pat Kelly moved, — That the committee proceed to the study of the questions of conflict of interest and lobbying in relation to the pandemic spending.

The question was put on the motion and the result of the vote was announced:

YEAS: Charlie Angus, Marie-Hélène Gaudreau, Jacques Gourde, Pat Kelly, Chris Warkentin — 5;

NAYS: Han Dong, Greg Fergus, Patricia Lattanzio, Brenda Shanahan, Francesco Sorbara — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

At 1:16 p.m., the sitting was suspended.

At 1:38 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(3)(h) and the motion adopted by the committee on Monday, November 16, 2020, the committee commenced its study on questions of conflict of interest and lobbying in relation to pandemic spending.

It was agreed, — That the committee do now adjourn.

At 2:21 p.m., the committee adjourned to the call of the Chair.
