The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Wednesday, December 9, 2020, to consider the business of the committee and agreed to make the following recommendations:

1. That, regarding the study of special immigration and refugee measures for the people of Hong Kong, the committee invite government officials to appear for one hour, and invite witnesses to appear for three hours; and, that committee members submit their witness lists to the clerk of the committee by 4:00 p.m. on Monday, January 11, 2021.
2. That, pursuant to Standing Order 108(2), the Committee undertake a study on the use of the Labour Market Impact Assessment under the Temporary Foreign Workers Program, including its administrative costs and processing timelines, impacts of the COVID-19 pandemic, the prevalence of labour shortages throughout the country with attention to municipalities and rural communities all in accordance with the Canada-Quebec Accord, the state of pilot projects in addressing labour shortages, the eligibility criteria for permanent residence and impacts on caregivers under the two pilot projects Home Child Care Provider Pilot and Home Support Worker Pilot, and possible solutions to addressing labour shortages; that the committee hear from witnesses for not less than five meetings and report its findings and recommendations to the House.
3. That, regarding the study of the Labour Market Impact Assessment under the Temporary Foreign Workers Program, committee members submit their witness lists to the clerk of the committee by 4:00 p.m. on Monday, January 18, 2021.

Raquel Dancho moved, — That the report of the subcommittee be amended in paragraph 1 by replacing the words “and invite witnesses to appear for three hours” with the words “invite the minister to appear for 1 hour, and invite witnesses to appear for six hours”.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, October 20, 2020, the committee commenced its study of special immigration and refugee measures for the people of Hong Kong.

Natasha Kim made a statement and, with Nicole Giles, answered questions.

At 6:15 p.m., the sitting was suspended.

At 6:17 p.m., the sitting resumed.
