Carlon Big Snake, Stacey Allison-Cassin and Derrick Hynes made statements and answered questions.
At 1:38 p.m., the sitting was suspended.
At 1:44 p.m., the sitting resumed.
National Chief Norman Yakeleya and Chief Jean-Charles Piétacho made statements and answered questions.
At 2:38 p.m., the sitting was suspended.
At 2:43 p.m., the sitting resumed.
The committee commenced its clause-by-clause study of the Bill.
The Chair called Clause 1.
On Clause 1,
Kevin Waugh moved, — That Bill C-5, in Clause 1, be amended(a) by replacing line 4 on page 1 with the following:
“Short Title
1 This Act may be cited as the National Day for Truth and Reconciliation Act.
Purpose of this Act
2 The purpose of this Act is to respond to the Truth and”
(b) by replacing line 6 on page 1 with the following:
“number 80 by establishing the National Day”
The Chair ruled the proposed amendment inadmissible because it was contrary to the principle of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.
The Chair ruled that the following three (3) amendments were consequential to the previous amendment and therefore they were also negatived:
That Bill C-5, in Clause 2, be amended by replacing lines 12 to 18 on page 1 with the following:“National Day for Truth and Reconciliation
3 Throughout Canada, in each year, the 30th day of September is to be known as “National Day for Truth and Reconciliation”.”
That Bill C-5, in Clause 3, be amended by replacing line 19 on page 1 to line 11 on page 2 with the following:
“Assistance Programs
4 The savings realized by not making this day a holiday are to be reinvested in programs to assist Indigenous communities, including programs relating to education, social housing, economic development, access to safe drinking water, poverty issues, and employment and training opportunities.”
That Bill C-5 be amended by replacing the long title on page 1 with the following:
“An Act to establish National Day for Truth and Reconciliation”
Whereupon, Scott Aitchison appealed the decision of the Chair.
The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:
YEAS: Lyne Bessette, Martin Champoux, Julie Dabrusin, Anthony Housefather, Tim Louis, Ken McDonald, Heather McPherson — 7;
NAYS: Scott Aitchison, Alain Rayes, Martin Shields, Kevin Waugh — 4.
Clause 1 carried.
Clause 2 carried.
Clause 3 carried.
Clause 4 carried.
Clause 5 carried.
Clause 6 carried.
The Title carried.
The Bill was adopted.
ORDERED, — That the Chair report the Bill to the House.
