The committee commenced its clause-by-clause study of the Bill.
The Chair called Clause 1.
On Clause 1,
Philip Lawrence moved, — That Bill C-206, in Clause 1, be amended by replacing lines 4 and 5 on page 1 with the following:“1 The definition eligible farming machinery in section 3 of the Greenhouse Gas Pollution Pricing Act is amended by adding "or" at the end of paragraph (e) and repealing paragraph (f).
1.1 The definition qualifying farming fuel in section 3 of the Act is”
The Chair ruled the proposed amendment inadmissible because it was beyond the scope of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.
“gasoline, light fuel oil, marketable natural gas, propane, aviation gasoline”
After debate, by unanimous consent, the amendment was withdrawn.
“(2) The definition qualifying farming fuel in section 3 of the Act is replaced by the following:
qualifying farming fuel means a type of fuel that is gasoline, light fuel oil or a prescribed type of fuel. (combustible agricole admissible)
2 Subsection 1(2) comes into force on the tenth anniversary of the day on which this Act receives royal assent.”
After debate, the question was put on the amendment of Alistair MacGregor and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.
Clause 1, as amended, carried by a show of hands: YEAS: 6; NAYS: 4.
The Title carried by a show of hands: YEAS: 10; NAYS: 0.
The Bill, as amended, was adopted by a show of hands: YEAS: 6; NAYS: 5.
ORDERED, — That the Chair report the Bill, as amended, to the House.
ORDERED, — That Bill C-206, as amended, be reprinted for the use of the House of Commons at report stage by a show of hands: YEAS: 11; NAYS 0.

It was agreed, — That the meetings on Tuesday, June 1, 2021, Tuesday, June 8, 2021, and Tuesday, June 22, 2021 be devoted to the study of environmental contribution of agriculture.
It was agreed, — That the meetings of Thursday, June 3, 2021 and Thursday, June 10, 2021 be devoted to the consideration of Bill C-205, An Act to amend the Health of Animals Act.
It was agreed, — That a proposed budget in the amount of $5,150, for the study of environmental contribution of agriculture, be adopted.
It was agreed, — That the committee commence clause-by-clause consideration of Bill C-205, An Act to amend the Health of Animals Act on Tuesday, June 15, 2021 and that amendments be submitted to the clerk no later than 12:00 p.m. (ET) on Friday, June 11, 2021.
It was agreed, — That the deadline for the receipt of briefs in relation to the study of Bill C-205, An Act to amend the Health of Animals Act be Friday, June 4, 2021.
It was agreed, — That the committee accept briefs as part of its study of environmental contribution of agriculture.
It was agreed, — That the evidence received by the committee for the study of Bill C-206, An Act to amend the Greenhouse Gas Pollution Pricing Act (qualifying farming fuel) be taken into consideration by the committee in the study of environmental contribution of agriculture.
At 5:13 p.m., the committee adjourned to the call of the Chair.
