The committee proceeded to the consideration of matters related to committee business.

The committee resumed consideration of the motion moved by Rachel Blaney on Thursday, January 30, 2020, which read as follows:

That for the remainder of the 43rd Parliament, notwithstanding Standing Order 106(2), in addition to the Chair and First Vice-Chair, there be one vice-chair from the Bloc Québécois and one vice-chair from the New Democratic Party for all committees listed under Standing Order 104.

The debate continued.

Amendment

Blake Richards moved, — That the motion be amended by replacing all the words after the words “Standing Order 106(2)” with the following: “for all committees listed under Standing Order 104, the First Vice-Chair shall be a member of the official opposition, the Second Vice-Chair shall be a member of an opposition party other the official opposition party, and that the elegible member not selected for the position of Second Vice-Chair be given the title of Third Vice-Chair provided that they do not receive an additional salary under paragraph 62.1(1)(h) of the Parliament of Canada Act”.

At 11:44 a.m., the sitting was suspended.

At 11:53 a.m., the sitting resumed.

Subamendment

John Brassard moved, — That the amendment be amended by replacing the word “third” with the word “deputy”.

After debate, the question was put on the subamendment of John Brassard and it was negatived on the following recorded division:

YEAS: John Brassard, Eric Duncan, Blake Richards, Corey Tochor — 4;

NAYS: Omar Alghabra, Rachel Blaney, Kirsty Duncan, Mark Gerretsen, Ginette Petitpas Taylor, Alain Therrien, Ryan Turnbull — 7.

The question was put on the amendment of Blake Richards and it was negatived on the following recorded division:

YEAS: John Brassard, Eric Duncan, Blake Richards, Corey Tochor — 4;

NAYS: Omar Alghabra, Rachel Blaney, Kirsty Duncan, Mark Gerretsen, Ginette Petitpas Taylor, Alain Therrien, Ryan Turnbull — 7.

Amendment

Blake Richards moved, — That the motion be amended by adding, after the words “Standing Order 104”, the following:

“; and that a Vice-Chair eligible for more than one additional salary under sections 62.1 to 62.3 of the Parliament of Canada Act shall only receive one of the additional salaries for which he or she is eligible”.

At 12:31 p.m., the sitting was suspended.

At 12:37 p.m., the sitting resumed.

Motion

John Brassard moved, — That the debate on the amendment of Blake Richards be now adjourned.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

On motion of Mark Gerretsen, it was agreed, — That the committee do now adjourn.

At 12:48 p.m., the committee adjourned to the call of the Chair.
