Pursuant to Standing Order 106(4), the committee commenced consideration of the request by four members of the committee to undertake a study of the Government’s Decision to Select WE Charity, an Anglophone Organization, to Implement the Canada Student Service Grant (CSSG).

Motion

Joël Godin moved, — That the committee undertake a study on the government’s decision to select an anglophone organization, with no presence in Quebec, to administer the Canada Student Service Grant;

That the Minister of Economic Development and Official Languages, Mélanie Joly, be invited to appear for at least two hours;

That other witnesses include, but are not limited to:

a) the Minister of Diversity and Inclusion and Youth, Bardish Chagger;

b) NATIONAL Public Relations Inc.;

c) WE Charity; and

d) the Commissioner of Official Languages, Raymond Théberge.

Debate arose thereon.

Amendment

Marie-France Lalonde moved, — That the motion be amended by adding before the words “That the committee undertake a study on” the following: “That the committee wishes to ensure that both due diligence and contractual obligations are sufficient to ensure that any outsourcing of federal government programs or services requires delivery of programs in both official languages to the same levels as if the government had delivered the program and services itself.

That the committee study the language requirements associated with the outsourcing of federal government responsibilities and hold at least four meetings on the subject and hear from relevant witnesses and report back to the House on the issue”.

The Committee resumed consideration of the motion of Joël Godin, — That the committee undertake a study on the government’s decision to select an anglophone organization, with no presence in Quebec, to administer the Canada Student Service Grant;

That the Minister of Economic Development and Official Languages, Mélanie Joly, be invited to appear for at least two hours;

That other witnesses include, but are not limited to:

a) the Minister of Diversity and Inclusion and Youth, Bardish Chagger;

b) NATIONAL Public Relations Inc.;

c) WE Charity; and

d) the Commissioner of Official Languages, Raymond Théberge.

Amendment

Patricia Lattanzio moved, — That the motion be amended by replacing the words “on the government’s decision to select an anglophone organization, with no presence in Quebec, to administer the Canada Student Service Grant” with the words “determine if WE Charity had the capacity to deliver the Canada Student Services Grant, in both official languages, across the country”.

Debate arose thereon.

The Committee resumed consideration of the amendment of Patricia Lattanzio, — That the motion be amended by replacing the words “on the government’s decision to select an anglophone organization, with no presence in Quebec, to administer the Canada Student Service Grant” with the words “determine if WE Charity had the capacity to deliver the Canada Student Services Grant, in both official languages, across the country”.

Gérard Deltell moved, — That the motion be amended by replacing the words “an anglophone organization, with no presence in Quebec” with the words “WE Charity” and by adding “between September 1 and September 11, 2020” after the words “at least two hours” and by adding the words “the Leader of the Government in the House of Commons, the Honourable Pablo Rodriguez, the President of the Treasury Board, the Honourable Jean-Yves Duclos” after the words “Honourable Bardish Chaggar".

Debate arose thereon.

Subamendment

Marie-France Lalonde moved, — That the amendment be amended by deleting the words “between September 1 and September 11, 2020” and replacing them with “in September 2020”.

By unanimous consent, the subamendment was withdrawn.

The Committee resumed consideration of the amendment of Gérard Deltell, — That the motion be amended by replacing the words “an anglophone organization, with no presence in Quebec” with the words “WE Charity” and by adding “between September 1 and September 11, 2020” after the words “at least two hours” and by adding the words “the Leader of the Government in the House of Commons, the Honourable Pablo Rodriguez, the President of the Treasury Board, the Honourable Jean-Yves Duclos” after the words “Honourable Bardish Chagger".

By unanimous consent, the amendment was withdrawn.
