Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, February 25, 2020, the committee commenced its study of the state of the Atlantic herring and alternatives to herring as bait.

Adam Burns and Kent Smedbol made a statement and, with Marc LeCouffe and Frédéric Beauregard Tellier, answered questions.

At 10:27 a.m., the sitting was suspended.

At 10:34 a.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the routine motion pertaining to the time for opening remarks and questioning of witnesses, adopted by the committee on Thursday, February 20, 2020, be rescinded and replaced with the following:

That the witnesses from any one organization be allowed up to six minutes to make their opening statement; that, during the questioning of witnesses, at the discretion of the Chair, there be allocated six minutes for the first questioner of each party as follows: Conservative Party, Liberal Party, Bloc Québécois, New Democratic Party; for the second round and subsequent rounds, the order and time for questioning be as follows: Conservative Party, five minutes, Liberal Party, five minutes, Conservative Party, five minutes, Liberal Party, five minutes, Bloc Québécois, two and a half minutes, New Democratic Party, two and a half minutes.

It was agreed, — That, in relation to its study of the state of the Atlantic herring and alternatives to herring as bait, the committee request the Canadian Food Inspection Agency (CFIA) to provide written responses to written questions from the members of the committee; that the members submit their questions to the clerk of the committee no later than 4:00 p.m. on Friday, March 13, 2020, and; that the CFIA send the answers to the clerk of the committee in the two official languages at the earliest opportunity, but no later than 4:00 p.m. on Tuesday, March 31, 2020.

At 10:46 a.m., the Committee adjourned to the call of the Chair.
