Pursuant to Standing Order 81(5), the committee commenced consideration of the Supplementary Estimates (B), 2019-20: Vote 5b under Department for Women and Gender Equality, referred to the committee on Tuesday, February 18, 2020.

The Chair called Vote 5b under Department for Women and Gender Equality.

The Minister made a statement and answered questions.

Motion

Raquel Dancho moved, — That given that the Minister confirms that her cabinet colleagues, including the Prime Minister, have all completed the gender-based analysis plus training, that the committee request that the Minister for Women and Gender Equality table the gender-based analysis plus completion certificates of all of her cabinet colleagues with the committee.

Debate arose thereon.

At 11:51 a.m., the sitting was suspended.

At 11:54 a.m., the sitting resumed.

Gudie Hutchings moved, — That the debate be now adjourned.

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 3.

ORDERED, — That the Chair report Vote 5b under Department for Women and Gender Equality to the House.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study of the challenges faced by senior women with a focus on the factors contributing to their poverty and vulnerability; that the evidence and documentation received by the committee during the 1st Session of the 42nd Parliament on the subject be taken into consideration by the committee in the current session; that the committee adopt the report entitled "A Lifetime of Dedication: Helping Senior Women Benefit From Their Lifelong Contribution to Canadian Society" adopted during the 1st Session of the 42nd Parliament; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; that dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 12:00 p.m. on Wednesday, March 11, 2020.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study of the treatment of women within the Department of National Defence; that the evidence and documentation received by the committee during the 1st Session of the 42nd Parliament on the subject be taken into consideration by the committee in the current session; that the committee adopt the report entitled "A Force for Change: Creating a Culture of Equality for Women in the Canadian Armed Forces" adopted during the 1st Session of the 42nd Parliament; that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; that dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 12:00 p.m. on Wednesday, March 11, 2020.

It was agreed, — That, pursuant to Standing Order 108(2), the committee conduct a study on paid and non-paid care work in Canada and the impact on women in or leaving Canada’s work force temporarily or permanently, to care for their family; and care givers who volunteer for a cause; that the committee invite witnesses representing care workers, long-term care facilities and institutions, non-governmental organizations, as well as the Minister for Women and Gender Equality, the Minister of Labour, the Minister of Health and the Minister for Seniors; that the committee dedicates no less than five meetings to this study; that pursuant to Standing Order 109, request that the government table a comprehensive response to the report.

It was agreed, — That the committee prepare a letter to be sent to the Standing Committee on Procedure and House Affairs on the subject of measures to make Parliament more family-friendly.

It was agreed, — That the analysts return with suggested wording for a study motion before the committee relating to higher prices on gendered products.
