At 9:46 a.m., the sitting was suspended.

At 9:49 a.m., the sitting resumed.

Christopher McNeil, BGen Mark Misener and SGen Andrew Downes made statements and, with Jacques A. Bouchard, answered questions.

At 10:46 a.m., the Committee adjourned to the call of the Chair.
