The Committee proceeded to the consideration of matters related to Committee business in camera.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred:

1. That the Fourth Report of the 2nd Session of the 41st Parliament of the Standing Committee on National Defence entitled Caring for Canada’s Ill and Injured Military Personnel, be considered as evidence for the Committee’s study on Operational Stress Injuries and Post-Traumatic Stress Disorder in Public Safety Officers and First Responders.

2. That the Seventeenth Report of the 2nd Session of the 41st Parliament of the Standing Senate Committee on National Security and Defence entitled Interim Report on the Operational Stress Injuries of Canada’s Veteran be considered as evidence for the Committee’s study on Operational Stress Injuries and Post-Traumatic Stress Disorder in Public Safety Officers and First Responders.

3. That copies of these two reports be distributed to all members of the Committee.

It was agreed, — That a proposed budget in the amount of $22,500, for the study of Bill C-7, be adopted.

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-7 no later than 5:00 p.m. on Tuesday, April 19, 2016.

At 11:56 a.m., the sitting was suspended.

At 12:02 p.m., the sitting resumed in public.

Pursuant to the Order of Reference of Thursday, March 24, 2016, the Committee commenced consideration of Bill C-7, An Act to amend the Public Service Labour Relations Act, the Public Service Labour Relations and Employment Board Act and other Acts and to provide for certain other measures.

The Ministers made statements and, with the other witnesses, answered questions.

At 1:02 p.m., the Committee adjourned to the call of the Chair.
