The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the Seventh Report from the Subcommittee on Agenda and Procedure. The Report read as follows:

Your Subcommittee met on Thursday, May 18, 2017, to consider the business of the Committee and agreed to make the following recommendations:

1. That a vote on the Main Estimates referred to the Committee be held at the end of the meeting of Monday May 29, 2017;

2. That the Minister and officials be invited to appear before the Committee on Monday, June 5, 2017 in relation to the Supplementary Estimates (A) 2017-18; and

3. That, on Wednesday, June 7, 2017, the Committee commence a study of Bill S-233 and that the sponsors be invited to testify.

On motion of Larry Miller, it was agreed, — That the draft report be amended, in paragraph one, by replacing the word “end” with the following: “start”.

The Report, as amended, was concurred in and read as follows:

Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2017-18: Votes 1 and 5 under Canada Border Services Agency, Vote 1 under Canadian Security Intelligence Service, Vote 1 under Civilian Review and Complaints Commission for the Royal Canadian Mounted Police, Votes 1 and 5 under Correctional Service of Canada, Votes 1 and 5 under Department of Public Safety and Emergency Preparedness, Vote 1 under Office of the Correctional Investigator of Canada, Vote 1 under Parole Board of Canada, Votes 1, 5 and 10 under Royal Canadian Mounted Police, Vote 1 under Royal Canadian Mounted Police External Review Committee and Vote 1 under Security Intelligence Review Committee, referred to the Committee on Thursday, February 23, 2017.

By unanimous consent, the Chair called Vote 5 under Canada Border Services Agency, Vote 1 under Canadian Security Intelligence Service, Vote 1 under Civilian Review and Complaints Commission for the Royal Canadian Mounted Police, Votes 1 and 5 under Correctional Service of Canada, Votes 1 and 5 under Department of Public Safety and Emergency Preparedness, Vote 1 under Office of the Correctional Investigator of Canada, Vote 1 under Parole Board of Canada, Votes 1, 5 and 10 under Royal Canadian Mounted Police, Vote 1 under Royal Canadian Mounted Police External Review Committee and Vote 1 under Security Intelligence Review Committee.

Pursuant to the Order of Reference of Monday, March 6, 2017, the Committee resumed consideration of Bill C-23, An Act respecting the preclearance of persons and goods in Canada and the United States.

Robert Ashton, by videoconference from Vancouver, British Columbia, Daniel-Robert Gooch and Janik Reigate made statements and answered questions.

It was agreed, — That a letter be sent to Public Safety Canada and Transport Canada inviting them to present their comments in relation to Robert Ashton's testimony.

At 4:32 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

Maryscott Greenwood made a statement and, with Alroy Chan, answered questions.

At 5:28 p.m., the Committee adjourned to the call of the Chair.
