Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 25, 2016, the Committee resumed its study of Operational Stress Injuries and Post Traumatic Stress Disorder in Public Safety Officers and First Responders.

It was agreed, — That the motion adopted on Tuesday, September 27, 2016, regarding the English title of the Committee's report on Operational Stress Injuries and Post-Traumatic Stress Disorder, be rescinded and replaced by the following:

That the report be entitled "Healthy Minds, Safe Communities: Supporting our Public Safety Officers through a National Strategy for Operational Stress Injuries".

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on June 14, 2016, the Committee resumed its study of Canada's National Security Framework.

It was agreed, — That the analysts and the Clerk, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution in relation to its upcoming public consultations on Canada's National Security Framework.

Pursuant to the Order of Reference of Thursday, June 9, 2016, the Committee resumed consideration of Bill C-226, An Act to amend the Criminal Code (offences in relation to conveyances) and the Criminal Records Act and to make consequential amendments to other Acts.

Micheal Vonn, by videoconference from Vancouver, British Columbia, Abby Deshman, and Michael Spratt made statements and answered questions.

At 4:35 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

Daniel Therrien, Thomas G. Brown, and Marie Claude Ouimet made statements and, with Patricia Kosseim, answered questions.

At 5:21 p.m., Larry Miller took the Chair.

At 5:25 p.m., Robert Oliphant took the Chair.
