Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, February 24, 2016, the Committee resumed its study of the Future of Canada’s Oil and Gas, Mining and Nuclear Sectors: Innovation, Sustainable Solutions and Economic Opportunities.

Byng Giraud, by videoconference from Vancouver, British Columbia, and Katrina Marsh made statements and answered questions.

At 4:35 p.m., the sitting was suspended.

At 4:42 p.m., the sitting resumed.

It was agreed, — That notwithstanding the motion adopted on Wednesday, February 17, 2016, the Clerk of the Committee be authorized to distribute the speaking notes of Chris J. Bloomer in English only to the members of the Committee, ensuring that this document is translated and distributed as promptly as possible.

Benjamin Dachis by videoconference from Toronto, Ontario and Chris J. Bloomer made statements and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

Your Subcommittee met on Wednesday, April 20, 2016, to consider the business of the Committee and agreed to make the following recommendations:

That the Committee hear witnesses on the oil and gas portion of the study on May 2, 4, 9, 11, 16 and 18 so that a report can be produced before the end of June 2016; and that the Committee delay the study of the mining and nuclear energy portion of the study to the Fall of 2016.

On motion of T.J. Harvey, it was agreed, — That, in relation to Orders of Reference from the House respecting Bills,

(a) the Clerk of the Committee shall, upon the Committee receiving such an Order of Reference, write to each Member who is not a member of a caucus represented on the Committee to invite those Members to file with the Clerk of the Committee, in both official languages, any amendments to the Bill, which is the subject of the said Order, which they would suggest that the Committee consider;

(b) suggested amendments filed, pursuant to paragraph (a), at least 48 hours prior to the start of clause-by-clause consideration of the Bill to which the amendments relate shall be deemed to be proposed during the said consideration, provided that the Committee may, by motion, vary this deadline in respect of a given Bill; and

(c) during the clause-by-clause consideration of a Bill, the Chair shall allow a Member who filed suggested amendments, pursuant to paragraph (a), an opportunity to make brief representations in support of them.

At 5:34 p.m., the Committee adjourned to the call of the Chair.
