The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That David de Burgh Graham be appointed Acting Chair of the Committe for the duration of the consideration of Shannon Stubbs' motion.

David de Burgh Graham took the Chair.

The Committee resumed consideration of the motion moved by Shannon Stubbs, on Tuesday, April 30, 2019, which read as follows:

That, pursuant to Standing Order 108(2), the Committee immediately invite the Minister of Natural Resources to appear before the Committee on Thursday, June 20, 2019, for no less than a full meeting, to advise the Committee of the government’s plan to build the Trans Mountain Expansion; and that this meeting be televised.

The debate continued.

Amendment

Nick Whalen moved, — That the motion be amended by replacing the words "on Thursday, June 20, 2019," with the words “as soon as possible following the announcement of the decision by the government regarding the Trans Mountain Expansion; that the Minister appear ”.

After debate, the question was put on the amendment of Nick Whalen and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 8; NAYS: 1.

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the Committee immediately invite the Minister of Natural Resources to appear before the Committee as soon as possible following the announcement of the decision by the government regarding the Trans Mountain Expansion; that the Minister appear for no less than a full meeting, to advise the Committee of the government’s plan to build the Trans Mountain Expansion; and that this meeting be televised.

At 3:57 p.m., Shannon Stubbs took the Chair.

At 3:58 p.m., the sitting was suspended.

At 4:05 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, June 14, 2018, the Committee resumed its study of economic opportunities for energy efficiency in Canada.

The Committee commenced consideration of a draft report.

At 5:16 p.m., the Committee adjourned to the call of the Chair.
