Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 20, 2018, the Committee commenced its study of the Name-Blind Recruitment Pilot Project.

Patrick Borbey made a statement and, with Stan Lee, Carl Trottier and Charles Tardif, answered questions.

At 12:07 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee study the Main Estimates 2018-19 and the Departmental Plans 2018-19 and that in relation to these studies the President of the Treasury Board, the Minister of Public Services and Procurement, and relevant departmental officials be invited to appear.

It was agreed, — That the draft work plan for meetings in late April and early May be adopted.

It was agreed, — That the Committee invite the Auditor General of Canada to appear at two meetings to discuss the Phoenix chapters of his Fall 2017 and Spring 2018 Reports, following the tabling of the Spring 2018 Reports of the Auditor General of Canada; that the first meeting be held in camera to discuss the findings of the reports; that the second meeting be held in public; and that these meetings take place no later than Friday, June 15, 2018.

It was agreed, — That the Committee invite the President of the Treasury Board and departmental officials to discuss the Departmental Results Framework as a part of the Committee’s study of the Estimates Process; that the Committee invite Treasury Board Secretariat and Transport Canada officials to discuss the Treasury Board Secretariat’s Pilot Project on Purpose-Based Votes; that the Committee invite Treasury Board Secretariat officials to discuss InfoBase; that the Committee conduct no more than three additional meetings on the study of the Estimates Process to be completed by Thursday, June 21, 2018; and that the Committee report its findings to the House.

At 12:32 p.m., the Committee adjourned to the call of the Chair.
