Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (B) 2017-18: Vote 1b under Canadian Transportation Accident Investigation and Safety Board, Vote 1b under Privy Council Office, Vote 1b under Public Service Commission, Votes 1b and 5b under Shared Services Canada and Votes 1b, 15b and 20b under Treasury Board Secretariat, referred to the Committee on Thursday, October 26, 2017.

Pursuant to Standing Order 108(2), the Committee commenced consideration of the Departmental Performance Reports 2016-17.

Kathleen Fox and Patrick Borbey made statements and, with Jean L. Laporte, answered questions.

At 12:40 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, June 1, 2017, the Committee resumed its study of changes to the Government of Canada’s Communications Policy pertaining to government advertising.

The Committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Reaching Canadians with Effective Government Advertising".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be single spaced, left aligned and in Calibri 12 point font; that titles be in Cambria 14 point font; and that dissenting or supplementary opinions be submitted electronically, in both official languages, to the Clerk of the Committee, no later than 12:00 p.m. on Thursday, November 30, 2017.

ORDERED, — That the Chair present the report to the House.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to the study of small and medium enterprises (SME) in federal procurement, the draft work plan for the meetings of Tuesday, December 5, 2017, Thursday, December 7, 2017, and Tuesday, December 12, 2017, be adopted.

At 12:53 p.m., the Committee adjourned to the call of the Chair.
