The Committee proceeded to the consideration of matters related to Committee business.

Motion
It was agreed, — That, as part of a working visit to the National Assembly of Quebec in Quebec City on Monday, June 1, 2016, by francophone Members of Parliament from outside Quebec, the meal expenses of the members of the Standing Committee on Official Languages in the delegation be covered by the Committee budget, if necessary.

Motion

On motion of François Choquette, it was agreed, — That the Committee invite senior officials of the Minister of Public Services and Procurement, to appear at a televised meeting, on May 30, 2016 to provide the committee with details regarding the government’s plans for the Translation Bureau and the installation of a machine translation tool on the workstations of all public servants.

Linda Lapointe moved, — That, in relation to Orders of Reference from the House respecting Bills,
(a) the Clerk of the Committee shall, upon the Committee receiving such an Order of Reference, write to each Member who is not a member of a caucus represented on the Committee to invite those Members to file with the Clerk of the Committee, in both official languages, any amendments to the Bill, which is the subject of the said Order, which they would suggest that the Committee consider;
(b) suggested amendments filed, pursuant to paragraph (a), at least 48 hours prior to the start of clause-by-clause consideration of the Bill to which the amendments relate shall be deemed to be proposed during the said consideration, provided that the Committee may, by motion, vary this deadline in respect of a given Bill; and
(c) during the clause-by-clause consideration of a Bill, the Chair shall allow a Member who filed suggested amendments, pursuant to paragraph (a), an opportunity to make brief representations in support of them.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

At 4:45 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit for a period of 15 minutes.

Darrell Samson moved, — That the Standing Committee conduct a study of immigration to Francophone minority communities and report its conclusions and recommendations to the House no later than December 31, 2016.

After debate, the question was put on the motion and it was agreed to.

Motion

Sylvie Boucher moved, — That the Committee undertake a study on newcomers’ access to French-language services.
That the Committee examine how Canada’s linguistic duality is promoted to minority-language immigrants, and the measures implemented to encourage linguistic, cultural and social integration into the community.
That the Committee report its findings and conclusions to the House of Commons.

After debate, the question was put on the motion and it was agreed to.

Motion

Sylvie Boucher moved, — That the Committee undertake a study on access to health care in both official languages in minority communities as well as the impact of the language barrier on these communities.
That the Committee examine the importance of access to quality health care in the language of choice, and to ensure that the government takes into account language rights in the area of health care.
That the Committee plan a visit to regions dealing with the challenges involved in access to health care in one official language in order to fully understand the importance of having access to health care in the language of choice.
That the Committee report its findings and conclusions to the House of Commons.

After debate, the question was put on the motion and it was agreed to.

At 4:13 p.m., the sitting was suspended.

At 4:46 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the motions proposed during this meeting and adopted by the Committee be part of the major themes included in the list of study topics for the review of the Roadmap for Canada’s Official Languages and that the Committee will decide with which motion or topic it would like to begin these various studies.

At 5:06 p.m., the Committee adjourned to the call of the Chair.
